POSITION SUMMARY: The GIS Manager is responsible for managing employees, projects, and processes for the Core Function and Desktop Audit GIS Team. With guidance from the Director, GIS, the position includes accountability for daily GIS operations, project completion, and financial goals associated with the Desktop Audit and Desktop Marketing processes.


  • Directly supervises Analysts and Technicians on the Desktop Audit/Core Function team.

  • Responsible for project execution and Desktop Audit results and annual goals.

  • Develops and directs processes to optimize project load and maximize returns.

  • Prioritizes day to day tasks and projects in accordance with Director's guidance.

  • Holds regular team collaboration meetings, one-on-ones, and collaborates with other depts. to improve processes.

  • Collaborates to design/implement solutions for field and core team.

  • Assists with any Temp labor management at Director's request.

  • Coordinates and assists with field consultations, including on-site travel if required.

  • Directly assists with complex projects and work overload as required.

  • Performs other job-related duties as assigned or apparent.


  • BA/BS in Geography/Geographic Information Systems, Computer Science, MIS, Planning or closely related field.

  • 10+ years' experience performing geographic analysis.

  • 2 years' experience in a geospatial intelligence leadership role.

  • Strong verbal and written communications skills.

  • Solid relationship-building and interpersonal skills.

  • Proficiency in Microsoft Excel as demonstrated by the ability to write advanced formulas, macros and manipulate data for analysis and reporting purposes.

  • Proven organizational skills.

  • Ability to perform spatial analysis through advanced SQL and spatial queries;

  • Ability to perform quality control checks of non-standard GIS data

  • The ability to write visual basic scripts, complex formulas, mastery of pivot tables and build macros is preferred.

  • High level of integrity and ethics.

  • Ability to conduct business with little direction and work independently.

  • Proven skills as a self-starter and ability to utilize a proactive approach to achieve results.

  • Demonstrated ability to effectively influence employees at all levels of the organization.

  • Ability to lead and work effectively with a broad cross-function of employees, external customers and vendors in driving organization change.


  • Minimum of 5 years of experience working with geographic information systems and database management, geospatial analysis or related experience or equivalent work experience.

  • Previous supervisory or leadership experience.

JOB INFORMATION The GIS Analyst SR Developer position will assist in the development and adherence of GIS standards to ensure the creation, administration, and use of the most current and best quality geospatial data and tools across the Department. Will provide spatial and technical solutions while working with project managers and project stakeholders to support the Department's enterprise GIS and other project needs. In addition, will provide oversight of daily GIS activities through the management and supervision of GIS Analyst(s) and Specialists(s). This position functions as a technical expert by coordinating meetings, facilitating trainings, and producing technical and user documentation to support internal and external customers. Develops budget requests and makes hardware and/or software recommendations. Performs other duties as assigned. Major responsibilities include: * Performs complex spatial analysis and modeling to answer specific questions. * Develops, tests, populates, and maintains spatial databases residing in relational database management systems * Design and produces cartographic products including hard copy maps, configurable web and mobile applications, and web services for both internal and external consumption * Support, troubleshoots, and maintains spatial systems, including desktop applications, web services, and configurable web and mobile applications. * Provides technical support to both internal and external customers * Coordinates requirements, schedules and activities with team members and project managers to ensure that the Department's goals and overall vision are being met * Assist in the development of policies and procedures related to GIS implementation, including standards and quality assurance protocols * Researches and learns new technologies and/or workflows * Participates and/or lead trainings, webinars, and conferences to foster growth KNOWLEDGE, SKILLS AND ABILITIES The candidate will have knowledge of/in: * GIS theory and concepts * Map projections and coordinate systems * Database management systems such as Microsoft SQL Server, PostgreSQL, Oracle, etc. * Esri technologies including ArcGIS Desktop/ArcGIS Pro (Spatial Analyst Extension), ArcGIS Online, and ArcGIS apps (Collector for ArcGIS, Survey123 for ArcGIS, Web Appbuilder for ArcGIS, and Esri Story Maps) * Esri's Model Builder and/or ArcPy, or other programming languages for automation The candidate must have strong customer service skills and supervisory and mentoring skills. The candidate must have the ability to work independently and as part of a team with the ability to establish and maintain solid working relationships with Department Staff. Ability to communicate effectively, both orally and in writing, and able to manage multiple tasks or projects simultaneously with the ability to synthesize feedback and adjust plans accordingly. The candidate must be able to create, modify, and manipulate advanced and highly complex datasets and have the understanding and ability to use and put into practice theories and process of programming languages used in GIS with the ability to do advanced and highly complex analysis and modeling to produce reports and complex technical documentation. The candidate will have at least five years of relevant work experience. Preference will be given to those who possess either a GISP certification and/or a Bachelor's degree or certificate related to Geographic Information Systems. Experience using Esri technologies including ArcGIS Enterprise and ArcGIS apps and Safe Software's FME Desktop/Server or other tools. Management and budget request experience preferred. Position requires possession of and the ability to retain a current, valid state-issued driver's license appropriate to the assignment.
