About the Position:

As the Manager of Gas Maintenance and Construction, you will be responsible for directing the field operations management organisation within a geographical area in order to manage the local maintenance and construction process ensuring the safe and reliable maintenance and installation of the transmission and distribution systems consistent with company objectives, strategies and policies and in full compliance with governmental codes and regulations.

Position Responsibilities (including but not limited to):

  • Direct the efforts and resources of the field operations team in the area in order to ensure safety, reliability, security and integrity of the gas distribution system consistent with company goals, objectives and policies in full compliance with existing and future government codes and regulations.

  • Translate business objectives into clearly defined business cases, costs or schedules in order to support achievement of operational area.

  • Co-ordinate the field response to gas system emergencies including operational response and stakeholder and media communications management in order to protect public safety and/ or restore services.

  • Develop and sustain a labour relations strategy in conjunction with the Director of Labour Strategy, to improve operational flexibility and increase efficiencies. This involves regular weekly meetings with union officials and support to the formal negotiations process.

  • Promote the philosophy of safe team working and development across all field operations in order to achieve business objectives and continuously improve performance. Prioritizes work and allocates resources of the field operations team in order to ensure that the maintenance and installation of the transmission and distribution systems are delivered in line with expectations and business objectives.

  • Manage field operational process activities in order to achieve high productivity, low costs and efficient work practices and to ensure compliance with National Grid policies and procedures and exceed service quality indices.

  • Monitor and challenge business processes in order to ensure National Grid is compliant with regulators and SHE.

  • Keep regulators up to date and informed on National Grid regulatory programs in order to ensure they are managed appropriately and in line with regulatory requirements.

  • Develop and manage ongoing relationships with customers and key stakeholders within the jurisdiction (including State Regulators, DPW officials, Police and Fire Departments, City and Town Managers and associations that support these constituencies) in order to identify and deliver solutions that benefit both parties. Maintains relationships with stakeholders and customer where disruption is caused by essential maintenance and construction work, ensuring that complaints service and applications for mitigating circumstances are co-ordinated.

  • Challenge existing ways of working and continuously seek ways to do things better in order to drive greater efficiencies throughout the gas business units within assigned area and process lead area.

Knowledge & Experience Required:

  • Bachelors preferred preferably in an Engineering, Construction, or Business discipline with a minimum of 5 years experience. In lieu of a degree, a minimum of 10 years of work experience preferably in a program or project management role of gas operations construction.

  • Demonstrates the ability to apply and modify complex theories and learned concepts appropriately.

  • Demonstrates strong interpersonal skills including stakeholder communications and human resource management.

  • Understands theory behind policies and processes and demonstrates the ability to challenge existing processes and ways of working e.g. taking action to avoid future crisis or create opportunities to improve existing practices.

  • Demonstrates knowledge of the local state and regulatory frameworks and understands how these should be applied within National Grid.

Within CD, Contracts & Commercial provides safety conscious best in class contractor resources to perform the work while maximizing value and minimizing cost. The Non-Complex Contract Management team within it manages adherence of contract terms, issue resolution, and contract performance. The manager for Non Complex Contract Management supports the business in overall management of the contractors and has overall responsibility for the management and performance of the Non Complex Contract Management Team, including allocation of team responsibilities to enable long-term relationships and more efficient ways of working, act as part of the escalation route and support network for governance and contractor engagement, and monitor performance against financial and non-financial objectives. This opening is for Manager of Non Complex Contract Management – Gas. Position Responsibilities (including but not limited to): Contract Management * Manage 5 to 9 contract specialists. * Manage contract specialist team throughout the post-award contract management process, including change control, internal and external communications, and review of performance against contractual obligations. The manager also has responsibility for the optimum allocation of work between members of the contract team to ensure resources are utilised efficiently and effectively. * Develop, manage, and support value added commercial and contractual vendor relationships. Manger leads team to drive best value through commercially focused management of established contracts while holding contractors accountable for highest quality and safety standards that fully support SHES standards and the company objectives, strategies and policies. * Provide overall support and guidance to the key stakeholders in cost and budget management. Provide narrative and reporting to stakeholders throughout multi year forecast and work plan development, fiscal year execution, and contract lifecycle. * Meet goals and objectives as set forth by leadership in Capital Delivery. * Operate and manage to target OPEX and CAPEX budgets. * Provide key delivery stakeholder guidance through changes in processes and implementation of new management systems (e.g., Capital Delivery integrated work management tools, Gas Business Enablement, SAP, Maximo, etc) * Ability to deliver on tactical challenges of shifting needs for critical resources and maintain strategic focus on the long term goals for Contract Management. Lead during times of organizational change and ambiguity. Stakeholder Management * Consistent and active communication throughout all levels of the organization. * Issue resolution – work with contractors and internal stakeholders on a variety of issues. Influence optimal solution. Travel * Manager of Contract Management will have direct reports across regions and this position will require travel outside "home base" region, such as Waltham, Albany, Syracuse, Brooklyn and Long Island. Expected overnight travel should be < 25 - 35% of the time. Storm Support * Support Securing Resources team during major weather events in New York & New England. Responsibilities could include procuring, processing, or tracking contractor crews. Storm support is required 365 days a year and may involve weekend and holiday work as needed Knowledge & Experience Required: * Experience managing and integrating the work of a functional discipline and demonstrates the ability to provide direction, structure and effective resourcing to enable team to perform at their best. * Strong interpersonal and communication skills, capable of leading and influencing across internal and external stakeholders, negotiation, and clear communications.
