This position is responsible for meeting all regulatory compliance items related to tracked Gas capital programs as well as overseeing the analytic tools and databases required to manage capital compliance reporting. This position works in close collaboration with other groups in Finance, Energy Supply and Gas Operations with respect to analytics, performance tracking, and regulatory compliance. This position is expected to establish and ensure a disciplined, highly transparent and data-driven approach to tracked Gas capital compliance obligations.
Directs the design, implementation and oversight of systems and records related to the Company's regulatory compliance objectives for all gas capital.
Directs the design, development and implementation of the analytic tools and databases required to identify and track potential gas customers, gas market segments, saturation levels, system expansion opportunities and projects, gas consumption and customer demographics.
Maintains a close and integrated working relationship with Investment Planning, Accounting, Gas Supply and the Rate and Revenue functions in support of Company initiatives, operations and responses to regulatory inquiries and proceedings.
Oversees the development and implementation of processes and databases for all tracked gas capital compliance reporting.
Ensures Company management and external parties receive timely and accurate monthly, quarterly and annual financial and statistical reports related to regulatory obligations.
Provides oversight for the management of service contracts and other commercial agreements related to gas expansion projects, including tracking and settlements.
Oversees the management and development of area staff. Implements programs to ensure employees possess technical and behavioral skills required to support operating plans. Manages, selects, coaches and develops area staff.
Manages the area by establishing and monitoring area goals, policies, plans, programs, performance objectives and budget. Analyzes and recommends resource levels to plan, develop and implement programs and policies. Establishes operating and financial objectives and aligns with department goals. Responsible for management of area financial resources.
Requires in depth knowledge of financial and statistical analysis and related information systems.
Requires experience in testifying in regulatory proceedings, and experience with gas rates, cost recovery and regulatory compliance is desirable.
Requires technical knowledge of gas distribution systems and the economics associated with providing gas service to customers.
Requires excellent verbal and written communication skills, strong interpersonal and management skills and strong business acumen.
Ability to use PC desktop applications (e.g., Microsoft Word, Excel and Email).
Bachelor's Degree in Finance, Business Administration, Economics or related discipline
Master's Degree preferred
Minimum of ten (10) years in utility related finance and regulatory relations and proceedings
Must have at least five (5) years of relevant managerial/supervisory experience
Licenses & Certifications:
Must be available to work emergency restoration assignment as required.
Must be available to travel between MA/CT/NH as necessary.
Work is performed primarily in an office environment which requires standing, sitting, walking, climbing stairs, writing, typing and communicating.
Job can require visits to customer sites which may include driving.
Work includes analyzing, planning, organizing, evaluating and documenting.
This role works in an environment that often requires the performance of multiple simultaneous activities, where deadlines need to be met and work is performed under pressure while involving significant business commitments and results.
