This position is responsible for meeting all regulatory compliance items related to tracked Gas capital programs as well as overseeing the analytic tools and databases required to manage capital compliance reporting. This position works in close collaboration with other groups in Finance, Energy Supply and Gas Operations with respect to analytics, performance tracking, and regulatory compliance. This position is expected to establish and ensure a disciplined, highly transparent and data-driven approach to tracked Gas capital compliance obligations.

Essential Functions:

  • Directs the design, implementation and oversight of systems and records related to the Company's regulatory compliance objectives for all gas capital.

  • Directs the design, development and implementation of the analytic tools and databases required to identify and track potential gas customers, gas market segments, saturation levels, system expansion opportunities and projects, gas consumption and customer demographics.

  • Maintains a close and integrated working relationship with Investment Planning, Accounting, Gas Supply and the Rate and Revenue functions in support of Company initiatives, operations and responses to regulatory inquiries and proceedings.

  • Oversees the development and implementation of processes and databases for all tracked gas capital compliance reporting.

  • Ensures Company management and external parties receive timely and accurate monthly, quarterly and annual financial and statistical reports related to regulatory obligations.

  • Provides oversight for the management of service contracts and other commercial agreements related to gas expansion projects, including tracking and settlements.

  • Oversees the management and development of area staff. Implements programs to ensure employees possess technical and behavioral skills required to support operating plans. Manages, selects, coaches and develops area staff.

  • Manages the area by establishing and monitoring area goals, policies, plans, programs, performance objectives and budget. Analyzes and recommends resource levels to plan, develop and implement programs and policies. Establishes operating and financial objectives and aligns with department goals. Responsible for management of area financial resources.

Technical Knowledge/Skill/Education/Licenses/Certifications:

Technical Knowledge/Skill:

  • Requires in depth knowledge of financial and statistical analysis and related information systems.

  • Requires experience in testifying in regulatory proceedings, and experience with gas rates, cost recovery and regulatory compliance is desirable.

  • Requires technical knowledge of gas distribution systems and the economics associated with providing gas service to customers.

  • Requires excellent verbal and written communication skills, strong interpersonal and management skills and strong business acumen.

  • Ability to use PC desktop applications (e.g., Microsoft Word, Excel and Email).

Education:

  • Bachelor's Degree in Finance, Business Administration, Economics or related discipline

  • Master's Degree preferred

Experience:

  • Minimum of ten (10) years in utility related finance and regulatory relations and proceedings

  • Must have at least five (5) years of relevant managerial/supervisory experience

Working Conditions:

  • Must be available to work emergency restoration assignment as required.

  • Must be available to travel between MA/CT/NH as necessary.

  • Work is performed primarily in an office environment which requires standing, sitting, walking, climbing stairs, writing, typing and communicating.

  • Job can require visits to customer sites which may include driving.

Responsible for providing oversight in the field and direction to construction crews for gas pipeline installations and ensuring adherence to procedures of projects. For GEOTHERMAL: The Geothermal Project Manager is responsible for managing and advancing geothermal projects including the Eversource geothermal demonstration pilot project over its three-year lifecycle. The role will involve assisting to successfully bring geothermal projects, including the geothermal demonstration pilot project, online and assess the feasibility of projects as a business line for Eversource Energy. The Geothermal Project Manager will be managing the budget for the design and construction projects, dedicated staffing, consultants, contractors and associated reporting. The Geothermal Project Manager would be expected to collaborate with the Gas Business Unit as well as other groups across the company to bring projects to fruition. The Geothermal Project Manager is responsible for managing and advancing geothermal projects, including the NSTAR geothermal demonstration pilot project over its three year lifecycle. The role will involve assisting the Director of Clean Technologies to successfully bring geothermal projects, including the geothermal demonstration pilot project, online and assess the feasibility of projects as a business line for Eversource Energy. The Geothermal Project Manager will be managing the budget for the design and construction projects, dedicated staffing, consultants, contractors and associated reporting. The Geothermal Project Manager would be expected to collaborate with the Gas Business Unit as well as other groups across the company to bring projects to fruition. If networked geothermal becomes a business line for the company, this role may have the ability to progress into a Program Manager role. Essential Functions: * Manages the design and construction oversight for the geothermal projects, starting with a demonstration pilot, including the efforts of any third-party contractor(s) * Develops special bids in conjunction with other departments (i.e., Procurement) for projects. Assist in determining the best location of projects and developing and maintaining timelines and budgets. Responsible for developing project scope, reviewing bids and making recommendations to the Director regarding the selection of contractors * Plans and schedules the project in conjunction with the necessary groups within Engineering and Field Operations to develop timelines and ensure appropriate availability of resources, as needed. * Supervises the projects under construction in the field * Manages the oversight of the geothermal demonstration pilot's operation and maintenance for the duration of the pilot and potentially other geothermal projects * Reviews and approves all invoices and change orders that may occur on the project * Assists in the collection and review of the geothermal projects' data for inclusion in reporting * Assists in development of reports that are required for the MA Department of Public Utilities, PURA and other agencies, which can include projections, timelines, contractor selections, etc. * Represents Eversource Gas at public meetings, regulatory hearings, town hall meetings and any special meetings that may occur * Assists as needed for the project's required stakeholder outreach meetings and discussions * Can work directly with customers as needed as part of the pilot project or other projects * Ensures projects are conducted in a manner consistent with the Company's safety and procurement policies and programs Qualifications: Technical Knowledge/Skill: * Ability to develop and present reports within the organization. * Strong computer and analytical skills * Ability to work in a fast-paced environment and to make decisions in a timely manner. * Project management experience required * Ability to develop and present reports within the organization * Ability to communicate complex technical concepts to a variety of audiences internally and externally Education: * Bachelor's degree in Engineering, Applied Science, Business Administration, Accounting or the equivalent. Experience: * Minimum of five (5) to ten (10) years of related natural gas distribution, and / or general construction experience is required * Knowledge of geothermal and/or distribution systems, gas construction standards and procedures preferred * Project management experience is a plus Licenses & Certifications: * Ability to become Operator Qualified under the DOT Program * Valid Driver's license is required * PMP Project Management Professional preferred Working Conditions: * Must be available to work emergency restoration assignment as required. * Must be available to travel between MA/CT/NH as necessary. * This position is categorized as safety-sensitive for the purpose of drug testing.
