The Opportunity: Manager, Financial Management Systems

The Port of Virginia - Virginia Port Authority is seeking a Manager, Financial Management Systems to oversee the Financial Services division's financial and accounting software applications (PeopleSoft), including evaluation of functionality, selection, implementation, set ups, documentation, upgrades and enhancements, interface integrations, automations, maintenance, security, queries, troubleshooting, optimization, and all things systems. This individual will also collaborate with Hexagon EAM Data Manager and IT to address interface questions and/or issues between the CMMS (Computerized Maintenance Manage Software) and Financial Management applications.

What You'll Do: Responsibilities

  • Responsible for financial system maintenance and administration, working with IT and 3rd parties to ensure performance of the system is maximized.

  • Ensure Port of Virginia has state-of-the-art applications that provide optimum transaction service and reporting that is secure to threats internally and externally.

  • Collaborate in and facilitate the design planning, development, and deployment of enhancements to existing financial systems and new applications.

  • Serve as facilitator with decision makers, system owners, and end users to define business financial operations requirements and goals. Identify and resolve issues. Define scope of work, deliverables, timeframes, and methodology of system projects.

  • Analyze current financial systems for effectiveness, developing new strategies to improve or leverage functionality.

  • Provide controls for security and change management within assigned systems.

  • Provide details and recommendations to existing pain points or potential issues within the selected financial systems.

  • Ensure monitoring of interfaces with Banks, 3rd party applications, billing systems, Hexagon EAM and processes to head off potential loss of assets or data.

  • Effectively use staff for testing, documenting and implementing system solutions.

  • Ensure the Financial Services business unit is adequately supported with all necessary applications and reporting capability.

  • Provide expertise in the support of generating business processes in CMMS to support the finance division by ensuring appropriate accounting internal controls are addressed.

  • Confirm CMMS application objectives and specifications meet Finance requirements by testing new enhancements and upgrades, comparing them with established standards, and making modifications.

  • Perform high-level data mapping, perform complex conversion testing, create end-user documentation as well as assist users in completing user acceptance of changes to support integration with Financial System.

  • Provide leadership while developing and mentoring staff to eventually assume greater responsibility and be included in succession planning.

  • Ensures public records and information are managed, maintained, and disposed in accordance to the Library of Virginia retention and disposition schedules and the Virginia Port Authority records management policies and procedures.

  • Ensures compliance with all security and environmental regulations and policies within work area at all times. This includes properly addressing issues through action or reporting matter and concerns to Manager.

  • Other task and assignments as directed.

Who You Are: Qualifications

  • Bachelor's degree in Information Systems, Accounting, or related field required.

  • Five years of related experience in financial analysis, accounting, and/or financial systems required; ten years of related experience preferred. Two of those years of experience must be in a leadership capacity, with five years of leadership experience preferred.

  • Previous experience with integrated financial modules, in addition to standard financial systems modules (GL, AP, AR, etc.) supply chain, planning, scheduling, inventory management, MRO (maintenance, repair and overhaul), and warehousing experience preferred.

  • Experience with Microsoft 365/Office apps, Oracle/SQL server programming language.
