At CoBank, the Manager, Financial Analysis Technology and Projects provides financial analysis primarily in the areas of information technology and project management. In conjunction with Information Technology (IT) management, leads the bank's Technology Business Management (TBM) discipline, solutions (including Apptio), and processes designed to deliver accurate data and insights into IT cost, quality and value. Responsible for the compilation, analysis, modeling and reporting of all aspects of IT and Enterprise Project Management Office (EPMO) financial management, including headcount tracking, supplemental labor, periodic accrual, capital and operating budget and cost analysis, tracking variances, and other financial information as required by management. Facilitates collaborative relationships and processes between finance, IT Service Management (ITSM), IT cost center owners, the Enterprise Program Management Office (EPMO), IT management, business management, Enterprise Security, Enterprise Information Management, and other stakeholders. Provides oversight of IT cost center owners' utilization of Apptio and TBM to ensure accuracy and efficiency. Works with the ITIL/ITSM Manager to align with the ITSM service catalog, and with EPMO management to align with Capacity/Demand and other processes.

Basic Qualifications

  • Bachelor's degree in business, financial analysis, information technology or other relevant discipline.

  • Eight (8) or more years of experience in financial analysis or other relevant discipline, including experience in enterprise IT financial management; or an appropriate combination of education and experience.

Preferred Qualifications

  • CTBME, RTBMA/ETBMA (TBM certifications) and/or Prosci certification preferred.

  • In-depth knowledge of and experience with IT Services and financial management processes, benchmarks and best practices including budgeting, cost allocations, capital & operating expense handling, forecasting and management reporting of large commercial financial institutions, and the handling of project costs.

  • Experience with Run the Bank and Change the Bank budgeting and forecasting methodology.

  • Understanding of IT infrastructure domains, including data center, network, server, telecommunications, storage, virtual environments and application development.

  • Proven analytical and problem-solving skills, including data analytics, data mining, data mapping, financial modeling, and issue remediation and resolution, with the demonstrated ability to manage multiple complex financial analysis and reporting projects.

  • Experience with Apptio, and knowledge of ATUM taxonomy, including IT cost pools, towers/sub-towers, services and business capabilities.

  • Proven ability to allocate costs from disparate data sets to various modeled objects.

  • Excellent organizational and time management skills. Ability to work effectively under deadline pressures, and adjust quickly and effectively to changing priorities.

  • Ability to work independently as well as collaboratively in a team environment.

  • Strong business acumen, attention to detail and customer service orientation.

  • Excellent verbal, written and presentation skills, and the ability to build scripts and reports, and develop executive summaries and reports for varied audiences.

  • Excellent interpersonal skills, with the ability to work collaboratively and build and maintain effective working relationships with all levels of associates, management, and internal customers across the bank, as well as external vendors and other stakeholders.

  • Knowledge of Microsoft Office applications (Outlook, Word, PowerPoint, Access), and proven strong skill base in Excel.

  • Experience in banking or financial services preferred.
