The Manager (Area), Estimating will provide leadership to our estimating and proposal team in the regional construction offices and Fab office. This will include the collection of estimating data for our various business lines. This position will also be responsible for incorporating software and procedural solutions to provide consistency instilling confidence in the estimates and proposals generated. Be responsible for mentoring, supporting and developing professionals working on challenging multi discipline projects.

Monitor estimating activity and enforce the requirements of the "Matrix Service Company Policy for Proposals and Contract Development"
Oversee proposal efforts with the estimating group, assign and manage employees, including monitoring the quality and accuracy and timeliness of their work.
Quickly understand the scope of work of new proposals, and generate an order of magnitude budget. Coordinate who will attend bid meetings and walk downs. Determine the appropriate estimating method and resources required for the class of estimate needed.
Review bid instructions and proposal specifications, drawings, technical data, necessary to estimate the work and ensure the estimating team is taking account of them.
Provide guidance on how to overcome project document deficiencies, including scope clarifications, and identifying project risk and pricing it.
Actively participate in leading the estimating effort on large estimates.
Personally create high level budget estimates to assist clients in their FEL efforts.
Review and incorporate historical data into unit and man-hour figures for estimates.
Assist with the development of new processes and procedures to improve our estimating and proposal efforts.
Work with Sales, Project Managers, Engineering, and management, as needed, in the preparation and final evaluation of bids.
Ensure all documentation is maintained to support the estimate. This will include managing the hand over process to the operations group to ensure they become aware of all the project knowledge collected by the estimating team.
Perform regular reviews of the estimating work being undertaken by the team, to ensure quality is generated by a continuous process not just a final review.
Develop EPC estimates based on partial information, monitor the scope of the project to ensure that all trades have been coordinated and a complete project is being offered.
Ensure that estimates are generated in a way that allows takeoffs and pricing to be traced directly back to a defining document.
Prepare bridging documents demonstrating an understanding of how estimated costs have changed from previous estimates.
Participate in constructability reviews and cost saving enhancement discussions.
Provide guidance to ensure that estimates are generated at an appropriate level of detail and organized to meet the clients and Matrix's needs.
Review and approve preliminary schedules, indirect costs, staff, craft support, heavy equipment selection and cranes.
Review or write and finalize execution plans to undertake the work.
Participate with Project cost analysis, e.g., Cash Flows. Understand the company policy on project cash flow to ensure that proposal billing schedules and cash flow diagrams meet the requirements.
Perform final review of all proposal submission documentation e.g. Project schedule, Basis of Bid, etc.
Develop risk ranging for elements of the project and use that to assign contingency.
Prioritize the work on multiple projects.
Perform other duties as required or assigned.
10+ years of appropriate field and/or office experience with a Bachelor's degree in Engineering or related field or 15+ years of field and/or office experience if no degree.
Minimum of 5 years' experience as an estimator or a field engineer / manager involved with estimating or cost monitoring.
Have the ability to quickly visualize the finished product from the drawings and other documents provided.
Strong knowledge of estimating techniques, engineering disciplines, and cost control techniques.
Ability to estimate all types and sizes of projects.
Ability to supervise estimating personnel in the preparation of complex proposals. Experienced with managing and motivating a team of professionals.
Good oral, written and interpersonal communication skills. Have the ability to make clear and concise presentations to clients and senior management.
Have a good understanding of the operating process at the facilities being estimated such as refineries, terminals, power plants, mining or other heavy industrial facilities.
Have solid technical skills with an understanding of the various classifications of estimates and contracting styles for the purpose that they are intended.
Be a self-motivated, enthusiastic team player willing to work/mentor with others and adopt new ideas and methods.
Have a desire to grow personally and professionally.
Good computer skills including an operating knowledge of Microsoft Word, Excel, Outlook and PowerPoint. Familiarity with Sage estimating, project scheduling software (MS Project or Primavera) and databases will be an advantage.
This position may require occasional travel and extended workdays.
