General Summary

This position will be responsible for overall laboratory management, personnel management, test facility maintenance, technical oversight, facilities planning, lab/shop scheduling, materials management, and data management at the Engineering Research Center. The manager must have demonstrated competency executing projects, proficiency in a variety of operations techniques, and proven operations management skills. This position will be supported by a combination of exempt and non-exempt individual contributors responsible for ensuring work completion meets quality standards.

  • Serve as the primary interface to the engineers for resource scheduling and technology development.

  • Ensure effective management or programs or processes to include relevant compliance considerations.

  • Ensure staffing levels are appropriate taking into consideration budget, current projects, project backlog, and anticipated project work.

  • May be asked to serve on internal ad hoc committees.

Position Specific

  • Responsible for the effective scheduling and resource allocation of the lab to ensure project goals objectives are met.

  • Responsible for ensuring lab operational efficiency and productivity.

  • Responsible for laboratory materials management including interfacing with procurement, stockroom functions, and accounting.

  • Oversee lab data review and analysis.

  • Charged with cross-training of lab personnel.

  • Provide goal setting, measurement, and accountability to lab personnel.

  • Provide coaching and mentoring to ensure lab discipline and work ethic expectations are met.

  • Oversee personnel hiring and termination decisions.

  • Responsible for ensuring quality systems goals and objectives are met.

  • Responsible for lab automation and instrumentation standardization.

  • Responsible for calibration databases, specimen and material tracking systems and database development.

  • Responsible for budget/cost management.

  • Responsible for managing long-term capital plans.

  • Responsible for lab safety and meeting safety awareness objectives.

  • Perform other duties as required by supervisor

Minimum Qualifications

  • US Citizenship required.

  • Must be able to obtain/maintain security clearance at a level equivalent to Department of Defense (DOD) SECRET

  • BS in relevant business field

  • 5 years of operations management experience.

  • 5 years of group management experience.

  • Project management and resource allocation experience.

  • Ability to understand and apply cost and financial accounting concepts.

  • Knowledge of business acumen and practices.

  • Must possess ability to interact and communicate effectively with staff members, other Institute personnel, clients, and customers.

  • Excellent written and verbal communication skills, organizational ability, technical ability, mentoring ability and initiative.

  • Proficiency in MS Office Suite Products with special emphasis on Excel and Access database creation and management

Preferred Qualifications

  • Department of Defense (DOD) SECRET clearance

  • MS in business related field

  • Operations Management education and experience

  • Laboratory Management experience

  • Materials management experience

General Summary The Southern Research Project Management Office (SR PMO) is a specialized department responsible for the centralized, coordinated management of projects and activities conducted b various departments within SR's Engineering Division. The PMO supports the division's business strategy by handling management duties, including scheduling, reporting and budget monitoring, as well as coordination, communication, resource management, and process improvement. The PM is intended to work directly with the technical leadership to facilitate their ability to maximize their research and testing effectiveness while providing transparency to the technical team and client at ever project stage. The PM will report to the Director of Project Management and require limited supervision of their day-to-day tasks. Key Responsibilities Others may be added * Work closely, communicate, and meet with Technical Project Leaders and/or Subject Matter Experts (SMEs) from project setup to project closure; facilitate regular discussions about project status, issues that may have an impact on the schedule, and financial matters. * Ability and willingness to build knowledge and awareness of various SR ENG specific disciplines to better anticipate project challenges and opportunities and to integrate with Technical Leaders. * Possess a complete understanding of contractual and financial commitments related to assigned projects; be knowledgeable about project scope, deliverable dates, billing, milestones, invoicing, and terms. * Knowledge of Federal Acquisition Regulations (FAR) and Defense Acquisitions and experience with compliance with the Dept. of State's International Traffic in Arms Regulations (ITAR), and the Dept. of Commerce's Export Administration Regulations (EAR). * Identify and document areas for process improvement within the department. Position Specific * Understanding of various government and commercial funding pathways and task contract vehicles. * Assist and lead proposal preparation with technical team including requirements review and analysis, technical writing, man-power estimates, material estimates and final document review. * Assist with project scheduling and prioritizing projects; adept at using Microsoft Project to create Gantt charts, as well as demonstrate expertise with other scheduling tools and methods. * Adept at Microsoft Excel and demonstrate ability to create detailed cost estimating and financial models without the assistance of outside tools and software. * Alert management of project overruns, missed deadlines, and any challenges that could have an impact on timelines and deliverable quality. * Ensure that forecasting, revenue, milestone payments, and invoicing are completed in a timely manner for processing. * Responsible for management all aspects of project performance (technical oversite, contractual, administrative and financial) for all phases of program including: design, development, manufacture, assembly, test and operation. * Provides high-level technical and financial reports in order to show progress to corporate management and customers. * Works as primary point of contact to customers and stakeholders to ensure system will meet or exceed all expectations. * Monitor current and future technology trends and capabilities to identify how new technology can be integrated to better support project goals. * Possess superior analytical and problem-solving skills, the ability to gain internal support, operate independently with limited supervision and feedback, and the ability to establish a solid working relationship with technical staff, division managers, and peers in government areas. * Prepare detailed reports for internal and external customers. Manage contract modifications and task orders. * Analyze and review governmental budgeting processes of governmental agencies/entities. * Provide regular updates and reports to senior leadership and other management teams.
