The Environmental & Specialty Test Lab Operations is seeking an ADM Environmental & Specialty Test Manager to lead a team of senior program support & environmental engineers supporting air & space programs located at sites in Redondo Beach, CA.

The successful candidate will work closely with the Environmental Test Section Managers responsible for Structures, Thermal, Dynamics, Aero Science and Instrumentation to incorporate the vision and test strategy. In addition, you will help build a culture that empowers and motivates team performance, and establish functional shared accountability with the programs and new business pursuits.

Essential Functions:

  • Ensure successful planning, scheduling and execution of program test activities

  • Manage capital planning & asset management, monitor equipment preventive maintenance

  • Assist with program staffing and hiring needs

  • Provide program operations support such as incident investigations, performance feedback

  • Plan for future program skill requirements for cross functional organization

  • Engage with environmental test processes to meet the customer requirements

  • Promote metrics based on management inputs

  • Lead affordability initiatives, and review and support proposals and program milestones presentations.

Basic Qualifications:

  • Bachelor's Degree in STEM (Science, Technology, Engineering, or Math)

  • 7 years combined experience in any of the following: Aerospace Engineering, Mechanical Engineering, Electrical Engineering, or Systems Engineering

  • 5 years of Leadership experience either leading technical staff or technical projects

  • 3 years of hands on experience conducting Environmental Testing of air or space craft (Such as Thermal, Dynamics, Structural, or Aero Environmental testing)

  • 1 year of Program Planning and Scheduling experience

  • Ability to obtain and maintain a DoD Top Secret and/or SCI clearance

Preferred Qualifications:

  • Masters Degree in STEM (Science Technology Engineering or Math)

Prior functional management experience in a position responsible for staffing, processes and/or products

  • Broad understanding of Air & Space Systems programs

  • Proficient in MS Excel with creating formulas from scratch

  • Facilities and Safety Management experience related to Space and Air simulations or environmental testing

  • Active DoD Top Secret or SCI Clearance

  • Proven strong communications and leadership skills in a team environment

Department responsibilities and oversight include, but are not limited to: * Design, fabrication, procurement of all space products Mechanical Ground Support Equipment (MGSE) and tooling * Integration of all space hardware programs * Mechanical manufacturing of space hardware products including structures, mechanisms, cables, harnesses, solar arrays and fluid products * SIT&E mechanical test engineering and planning for all Under the director's direction, the team is responsible for executing test plans, following process, procedures and training protocols. Department Manager is responsible for: * Staffing to meet programs schedules * Training, development, goal setting, employee engagement, cross-training, succession planning and team building * Driving process improvements and affordability * Evaluating utilization costs and effective process execution * Coordinating with both functional and program leadership to determine equipment needs and management of capital requests * Maintaining and upgrading of capital assets * Developing and updating Documentation, procedures and written requirements * Participating in the Process Working Group (PWG) * Implementing DFARs, computer security and InfoSec compliance and upgrades * Managing direct and indirect budgets including OPM and NCTA Basic Qualifications: * Bachelor's Degree in a STEM (Science, Technology, Engineering or Math) discipline from an accredited institution * Minimum 7 years of experience in spacecraft integration and test * Demonstrated leadership experience on a project or team * Candidate must have at least ONE of the following active U.S. Government Security Clearances: * Department of Defense Top Secret level with a background investigation date within 6 years. * OR SCI access with a Single Scope Background Investigation (SSBI) completed within 5 years * OR Department of Energy Q Clearance with a Single Scope Background Investigation (SSBI) completed within 5 years Preferred Qualifications: * 14 years of related experience and minimum of 5 years of experience in functional management of exempt and non-exempt employees * Master's degree in a STEM field or MBA * Excellent leadership, interpersonal, written and verbal communication skills * Ability to travel as required Northrop Grumman is committed to hiring and retaining a diverse workforce.
