Supervisory or management responsibilities for projects engaged in research and/or product development in more than one engineering discipline.

The Test Engineering Department is seeking a multi-discipline functional manager in Azusa, CA to manage department daily operations and lead a team responsible for environmental test facilities and test operations.

Approximately 20% of the manager's time will be spent performing functional management activities including:

  • Management of a team consisting of approximately 10-15 test engineers

  • Coordination of job assignments with program IPT leads,

  • Maintenance of department processes,

  • Perform mentoring, performance evaluation, coordinating activities and staffing and career development of department members

  • Assuring consistent application of common tools and processes are used by team members across programs.

The remaining balance of the manager's time will be spent supporting RF and IR programs, by performing test engineering tasks including procedure reviews and test execution.

The successful candidate will be self-directed, organized, with good problem-solving skills, able to perform effectively despite concurrent work tasks.

Basic Qualifications:

  • BS Degree in STEM (Science, Technology, Engineering, and Mathematics) discipline and 5 years of related experience

  • Demonstrated leadership experience on a project or team

  • Strong understanding of Test Engineering discipline

  • Proficient developing quality Test Procedures

  • Experience presenting and interfacing with customers and program leadership

  • Proficient with standard Microsoft Office software (Word, Excel, PowerPoint, Outlook, Project)

  • Ability to evaluate proposal inputs (effort and task descriptions)

  • Ability to obtain and maintain a DoD Secret Clearance. U.S. Citizenship is required.

Preferred Qualifications:

  • Experience managing people and projects

  • Experience mentoring new hires and junior engineers and encouraging employee engagement

  • Hands on experience maintaining a vacuum facility.

  • Read mechanical and electrical drawings

  • Experience with diagnosing and troubleshooting thermal test equipment

  • Experience with thermal vacuum testing with extensive knowledge of chamber operations and maintenance

  • Strong working knowledge of thermal test equipment including pumps (rough, cryo, turbo), valves, heaters, PLC systems, leak detectors, QCM's, RGA'

  • Experience working with liquid and gaseous nitrogen storage and pumping systems

  • Experience with calibrated equipment and metrology

  • Background in other environmental test areas (vibration)

  • Experience with writing, reviewing and interpreting technical documentation including test procedures and drawings

  • Experience with contamination monitoring and leak checking equipment and methods

  • Experience with data acquisition systems and software applications related to thermal testing

  • Experience with and understanding of configuration management with regard to hardware, documents and software

  • Experience with and understanding of risk management

  • Knowledge of Earned Value Management System techniques

  • Active Secret security clearance

Candidate will be responsible for functional management of the specialty engineering group encompassing materials and processes (M&P,) parts, materials, and processes (PM&P,) reliability, Contamination, System Safety, radiation hardness, and survivability engineering in support of unit and system design, analysis and test areas within the Hardware Engineering organization. Group size varies between ten and sixteen highly capable technical professionals. The selected candidate will be responsible for deployment of resources to programs, maintaining department processes, customer interfaces, mentoring, performance evaluation, coordinating activities, and career development of department members. In this role, she/he is responsible for overall technical performance of the Specialty Engineering organization including part and material specification, part control, interface with parts entry system for configuration management, specialty engineering analysis products and support to program CDRL and SDRL inputs. Position requires approximately 80% direct support to one of the IR or MMW space programs and 20% support for functional management. For this specific engineering position, the successful applicant will require technical understanding and experience in supply chain management (SCM) support and anomaly investigation, as well as experience with space-borne hardware design and producibility. Candidate should have project management experience in a team environment, including formal cost account management. Candidate will interface with multiple disciplines such as program management, electrical, mechanical and system engineering, procurement, subcontractors and manufacturing. Specific assignment may include one or more of the following: M&P; PM&P, or PM&P board chairmanship; reliability test regimen design and implementation; Contamination analysis and implementation; signal conditioning and mixed signal design; product development team leadership; remote sensing and IR/visible focal planes procurement and integration. The candidate must be capable of flowing down and/or deriving requirements from higher level specifications, performing trade studies, and generating process and material documents. Additional responsibilities may be assigned commensurate with performance or due to business needs. Basic Qualifications: * Bachelor's degree in Materials Science, Electrical/Electronic Engineering, Metallurgy, Applied Mathematics, or other S.T.E.M. (Science, Technology, Engineering or Mathematics) discipline with not less than seven years' experience, master's degree with five years' experience, or minimum four years of experience with PhD developing and delivering hardware subsystems and equipment, or conduct of one or more specialty engineering disciplines (see above) in support of such delivery. * Leadership of project and/or tiger teams. * Proficiency in at least one of the following disciplines: materials and processes (M&P); parts, materials, and processes (PM&P); reliability and/or ESS test regimen design and implementation; signal conditioning and mixed signal design; product development team leadership; remote sensing and IR/visible focal planes procurement and integration; plus, formal anomaly investigation and troubleshooting experience (FRACAS, RC&CA, etc.) * Proficiency with Microsoft Office tool suite. * Ability to obtain and maintain a DoD Secret clearance.
