    Position Summary
  • The Leave Program Manager reports to the Director of Payroll, Benefits & Retirement Services and is responsible for managing all Leave and Income Continuation Programs for San Francisco State University Faculty and Staff employees.
    The programs for which the incumbent is responsible include, but are not limited to, Non-Industrial Disability Leave, Leave of Absence without Pay, Family Medical Leave, Catastrophic Leave, Maternity and Paternity Leave and other formal Leaves of Absences.
    The Leave Program Manager provides staff and faculty with leave program related information and advises employees of the various leave program options available to them.
    The Leave Program Manager effectively coordinates all cases to include general administration, comprehensive case management and compliance with all related state and federal employment laws.
    This position will also provide Leave-related training programs and coaching for department supervisors across campus.
    The incumbent will function as a Leave Program subject matter expert and act as the primary campus resource for all Leave Program related information.
    The incumbent will oversee the return to work program and collaborate with the Worker's Compensation Coordinator in facilitating communication between the employee, the employees' department and other primary stakeholders.
    Programmatically, the Leave Program Manager interprets and applies existing policies and procedures related to disability and leave programs in accordance with applicable federal and state employment laws and collective bargaining agreements; makes recommendations for changes to existing policies and procedures related to the disability and leave programs; performs research, analytical studies and investigations related to disability and leave programs and recommends courses of action.
    The incumbent is also responsible for coordinating with the Payroll and Benefits Departments to ensure payroll and benefit coordination and accuracy, and preparing and delivering a variety of reports related to Leave Program data.
    The position incumbent regularly handles data of a highly confidential or sensitive nature and this information may contribute to the development of management's position with respect to the meet and confer process and/or grievance process of collective bargaining.
    Position Information Administers Leave of Absence Programs
  • Reviews employee leave and disability accommodation requests and makes determinations regarding eligibility, effectively guiding employees through the process to resolution

  • Processes, analyzes and tracks all leave of absence requests (LOA) by working closely with employees to ensure that all relevant completed medical documentation is submitted for timely review, maintaining appropriate contact with all employees on leave and coordinating all aspects of return to work for employees on leave, and organizing all medical information to ensure that HIPAA and Employee Privacy guidelines are closely monitored and effectively executed

  • Facilitates effective communications between all primary stakeholders regarding Leave of Absences (employee, employee s department or supervisor, workers compensation, talent management, payroll, labor relations, and disability programs resource center) to achieve timely and effective case management

  • Coordinates pay with campus departments, State Controller's Office and prepares documentation to initiate payroll for NDI, IDL and CAT leaves.

  • Consults and confers with employee, department, and college contacts regarding Leave of Absence requests

  • Maintains leave program records, ensuring the accuracy of documentation and personal leave records

  • Coordinates and analyzes complex leave management cases, develops effective reporting mechanisms for disability and leave management issues

  • Proactively pursues professional development that improves working knowledge of relevant information and laws related to FMLA, ADA, workers compensation, HIPPA and other privacy laws Conveys Information Regarding Leave Processes

  • Trains and mentors employees and managers on a variety of disability / leave management topics

  • Provides content for the Human Resources Webpage and other informational media venues

  • Delivers meaningful information through employee and leadership group information sessions

  • Prepares informational materials, translates information into user-friendly guides, and FAQs Professional Behavior
