This role is responsible for management of the site's Fire Department, Emergency Operations

Center (EOC), Emergency Response Team (ERT), Life Safety program, Site Security plan, Evonik

Site Security Officer, Special Security Substance plan and the contract Security firm. This

includes providing leadership to department personnel and contract supervision to ensure

procedures and operations are performed safely with respect to people, products, equipment,

and the environment. This role is also responsible maintaining partnerships with local Emergency

Services agencies (e.g., Tippecanoe Emergency Management Agency, Local Emergency Planning

Commission, etc.) and for defining and managing mutual aid agreement between site and

external emergency management agencies and local fire departments. Direct external contact

will include regulatory agencies (e.g., Department of Homeland Security), internal and external

auditors, Emergency Services mutual aid partners, and Emergency Services Life Safety vendors.

Human Resources/Organizational Effectiveness/Management of the

Fire Department:

  • Ensure Performance Planning (PM) and development plans are in place for all reports. Hold reports accountable for successful completion of predefined goals and objectives.

  • Provide mentoring and coaching support for peers, direct reports and others

  • Participate in succession planning and talent assessment

  • Ensure adequate staffing for the Fire Department officers to maintain minimum Incident Command (IC) and EMT requirements at all times.

  • Ensure Fire Department officers are qualified and trained to perform their duties (e.g., state certification training, continuing education training) based on NFPA and OSHA regulations.

  • Openly communicate priorities and progress to team on a regular basis

  • Build/create the safety culture in the department

  • Drive and empower decision making to the lowest level in the organization

  • Communicate effectively through all levels of the organization (verbal and written)

  • Work with peers across areas to share learning, resolve issues, and ensure effective resource utilization.

  • Emergency Response Team (ERT):

  • Ensure ERT members are qualified and trained to perform their duties (e.g., state certification training, continuing education training) based on NFPA and OSHA regulations.

  • Work across functions to ensure site maintains the required number of ERT members on site at all times

  • Openly communicate priorities and progress to team and site management on a continuing basis

  • Contract Security:

  • Communicate Evonik priorities, guidelines, and requirements to contract Security firm

  • Provide oversite to the contract firm to ensure adequate staffing is maintained.

  • Ensure Evonik interests are upheld regarding Security

Business

  • Fire Department:

  • Determine budget needs and monitor all spending for the department.

  • Serve as Fire Department Chief, including understanding the Federal, State, and Local regulations that govern the department to ensure proper compliance and effective management.

  • Serve as an Incident Commander (IC) for the site. During states of emergency, the IC is responsible for developing tactical incident mitigation strategies with priorities on Life (i.e., all employees, contractors, visitors), property/site assets, and the environment.

  • Oversee inspections of buildings and operational areas for fire hazards and fire prevention ordinances.

  • Represent the Evonik Fire Department in the local emergency response community (e.g., TEMA, LEPC, County Fire Association, Area Fire Chiefs Association, etc.).

  • Develop and maintain site emergency response priorities (e.g., departmental SOPS, Emergency Response Plan, EPIPS, specific building pre-plans, Emergency Response Guidelines, 112r).

  • Manage all aspects of the site's Emergency Services personnel and resources (e.g., life safety systems, emergency apparatus & equipment, Emergency Operations Center, 24 hour communications center, training facility, EOC) to meet all regulatory commitments, insurance action plans, and timelines for reporting, permitting, etc.

  • Work closely with other ESHS departmental personnel, operations, and key technical resources to safely introduce new processes using hazardous materials to the site.

  • Represent department as subject matter expert on all internal, external, and regulatory audits.

  • Ownership of the site Fire Suppression maintenance contract.

  • Ability to work with site management, employees, contractors, customers, local emergency management community leaders, public, and media especially during difficult circumstances.

  • ERT:

  • Audit team's readiness to respond to all types of emergencies (e.g., fire, hazmat, medical, confined space rescue, extrication) via drills, review of all emergency runs, multi-agency drill, etc. and make recommendations for continued improvement.

  • Manage response activities in the community for catastrophic events that would require a mutual aid response and resources, as available.

  • Serve as lead investigator, change owner, and SME, as appropriate.

  • Site Security:

  • Manage all aspects of assigned programs to ensure business continuity and regulatory compliance (e.g., Department of Homeland Security).

  • Develop, maintain, and ensure enforcement of Top Screen, Security Vulnerability Assessment, and Site Security Plan.

  • Manage all aspects of the security systems (e.g. True Site Alarm System, Continuum Access Control Alarm System, all gated entrances, CCTV, Security Headquarters, Tiscore Inventory Control System, locksmith and access control systems, site safety lock system, Special Security Substance and Controlled Substance program)

  • Continuous monitoring of DHS background check program.

  • Oversite of security contract firm to ensure compliance to all regulatory and corporate guidelines.

  • Actively seek ways to improve processes, reduce cost, and safety culture.

  • Develop and maintain SOP's for all site employees, contractors, and visitors related to access control and security (e.g., active shooter, suspicious packages, contractor prequalification, access control, bomb threats).

  • Ensure good working relationship with Tippecanoe County Sheriff's Department.

  • Ownership of the site security contract ensuring Evonik interest are prioritized accordingly.

Qualifications:

  • Bachelor's degree in fire science, public administration or closely related field; high school diploma with 5 - 10 years experience in emergency response, preferably in a pharmaceutical or chemical manufacturing environment; or high school diploma with 4 years of active duty military with deployment experience and strong emergency response background

  • Proven ability to lead a group of people toward common objectives

  • Demonstrated excellent communication and conflict resolution skills

  • Knowledge of and/or experience with OSHA, DHS, CFATS, NFPA, and EPA requirements and their application to the business (e.g., OSHA 29 CFR; EPA 40 CFR 311; NFPA 1561, 1026, 1710) Incident Command training (NIMS 100, 200, 300, 400, 700, 800B), Emergency Vehicle Operator Certification

  • Experience interfacing with regulatory agencies regarding emergency response and security.

  • Experience developing and managing engaged and high performing teams with a focus on building strong team cultures to ensure a safe and successful work environment.

  • Experience implementing and managing emergency response and security compliance programs.

  • Strong computer application skills

  • Ability to focus on continuous improvement and results deployment initiatives

  • Accurate and proficient analytical skills and strong problem-solving skills

  • Strong oral, written, and interpersonal communication skills

  • Self-directed, self-managed, reliable, and capable of success with minimal supervision

  • Ability to provide good customer service to internal and external organizations

  • Experience as a current or former member of the site ERT program preferred

  • Ability to handle potentially sensitive site security and personnel information

  • Ability to represent the site to regulatory agencies, local government organizations, and media.

  • Basic understanding of NFPA, NIMS, and other applicable standards

  • State certifications (or ability to become certified): Emergency Medical Technician-B; Firefighter I & II; Hazmat Awareness and Operations; Hazmat Tech; Officer Strategy and Tactics; Instructor I, II, & III; Apparatus Driver Operator; NIMS (100, 200, 300, 400, 700, and 800); Fire Officer I, II, & III; Safety Officer

  • Strong Incident Command experience required
