About the program:
Clackamas ESD has been providing services for young children with special needs in Clackamas County for more than thirty years. The Clackamas Early Intervention and Early Childhood Special Education program continues to focus on working with families, local school districts, and other community programs to prepare young children with special needs to enter kindergarten ready to learn.
Early Intervention/Early Childhood Special Education serves eligible children ages 0-5 years who experience delays or disabilities. Services are individualized according to the child's needs and may include home visiting; consultation to staff at community preschools, Head Start classrooms, or child care settings; specialized preschool; related services such as speech, motor, or other specialists; and parent education. Children may be referred by parents, community preschools, local school districts, physicians, or other community service providers.

About this position:
The Supervisor assists the Coordinator in managing the instructional program for children with special education eligibility birth to age 5, supports program improvement activities, and assists in the District's compliance with state and federal standards pertaining to special education. The Supervisor prioritizes and manages time to be regularly in EI/ECSE settings with children and staff. The Supervisor contributes to a program culture and instructional program conducive to children's learning and staff professional growth.

Essential functions:
Assists the Coordinator in planning and organizing personnel, fiscal, and technological resources to enable children to receive a Free Appropriate Public Education in the EI/ECSE Program.
Supervises and evaluates the performance of licensed and classified employees; supervises the evaluation of educational assistants.
Participates in recruitment, selection, and assignment of program personnel.
Communicates with staff within the role and strategies agreed upon with the Coordinator and the Director.
Participates in establishing program goals, gathers data on instructional improvement needs, and assists in professional development, supervision of instruction, and related services, including behavior, motor, and speech-language.
Supervises the implementation of established program-specific procedures and directives and participates in systematic oversight strategies to monitor compliance with program procedures.
Assists in supervising the daily operation of the program; fulfills delegated responsibilities to maintain safe, efficient, and effective learning environments; and supervises staff in natural environments which will include children's homes.
Administers all program functions in compliance with state and federal special education laws, and ESD and department policies.
Provides input to the Coordinators prior to developing program budgets, and recommends expenditures within budget appropriations.
Assists in promoting the use of the most effective and appropriate technologies to support teaching and learning for children served in the program, including augmentative communication and assistive technology.
Acts as the ESD representative at IFSP team meetings, as assigned.
Develops positive working relationships with parents, component school districts, and community partner agencies.
Operates the program within the conditions, procedures, and practices established in the labor contracts.
Participates as a member of the department's leadership team.
Informs the Coordinator of significant issues that may impact the program, ESD, or component school districts.
Collects and maintains accurate records including children's education files and applicable personnel documents, as assigned.

Minimum qualifications:
Master's Degree in Education
Appropriate administrative license as required by Teacher Standards and Practices Commission
Recent successful special education teacher or administrative experience in public education with skills sufficient to perform the essential functions
Working knowledge of best instructional practices and curriculum for children birth to age 5
Working knowledge of current state and federal laws, policies, administrative rules, and model programs related to implementation of the education goals set forth in IDEA
Proven excellence in interpersonal skills and communication
Demonstrated ability to use judgment in the analysis of facts to formulate recommendations for courses of action
Demonstrated skill in prioritizing multiple complex tasks and managing time to fulfill a laser- like focus on established goals
Demonstrated ability to compose and produce clear, coherent professional documents
Demonstrated ability to facilitate groups in meetings and workshop settings
Demonstrated ability to work with a team toward common goals
Written and oral communication skills sufficient to perform essential functions
Physical and mental attributes sufficient to perform essential functions

Salary: Range 9 of the Meet and Confer salary schedule: $$110,879 - $122,983 depending on experience.

Retirement plan contributions:
Clackamas ESD employees working 600 or more hours in a calendar year are eligible for the Oregon Public Employee Retirement, or PERS. There are two components to PERS, including the pension, which is primarily funded by CESD and The Individual Account Program, or IAP, which is funded by a six-percent deduction from your paycheck. If you are new to PERS, your PERS deduction will begin automatically after a six-month waiting period.
