Job Description:
SUMMARY
Manages the planning, design and construction of medium-sized College-wide capital improvement projects. Manages projects that may involve multiple disciplines of planning, engineering, architecture, landscape, interior design, estimating, scheduling, program management, and project management. Ensures compliance with State of Ohio, College and internal departmental procedures.
ESSENTIAL FUNCTIONS
Effectively collaborates with user groups, design consultants, planning consultants, and College representatives to prioritize, organize, and track multiple complex initiatives
Collaborates with pertinent colleagues and leadership to convert their needs into a program document outlining facility space, room requirements, spatial relationships, and utility requirements
Manages, coordinates, and reviews the work of outside consultants working on assigned projects
Assists with the prioritization, identification, and documentation of capital projects for the College budget process
Responsible for architectural design and planning, including the use of AutoCAD drawing and BIM technology, and the corresponding construction project management
Develops college design standards, project database, and consultant database
Develops and maintains complete facility documentation and records
Reviews and approves design documents to ensure they adhere to the project program requirements and design standards
Manages the consultant selection process including the preparation of consultant advertisements and agreements
Oversees and coordinates the preparation of project bidding documents with the design consultants
Maintains, updates, and monitors progress of the College's Facility Master Plan
Oversees the budget management, establishment of the Project Master Schedule, and continuous progression tracking of individual projects
Assists with the project bidding process and award of the construction contracts
Serves as primary point of contact and subject matter expert regarding technical design and consultant claims
Coordinates with other college departments on facility maintenance, operations, safety, funding, ADA issues, and environmental issues
Develops and maintains project management information systems and provides monthly reports as required
Represents the Capital and Construction Department on various College committees as assigned
Performs other duties as assigned
REQUIRED QUALIFICATIONS
EDUCATION AND EXPERIENCE/TRAINING
Bachelor's degree in Engineering, Architecture, Planning or Construction Management
Significant related experience may substitute for education
Minimum of six years of demonstrated professional facilities design and planning experience as well as construction project management experience
Demonstrated track record of successful independent project assignments accomplished within budget
Demonstrated experience developing capital facilities in a college setting or similar complex environment
Demonstrated experience and understanding of State of Ohio Construction delivery methods and processes
Demonstrated experience effectively making decisions that have major implications on the management and operations within a department
Demonstrated effectiveness in a role requiring dynamic and abstract problem solving methods in adaptive situations
Demonstrated experience with the State of Ohio funding procedures and policies, such as Controlling Board or OAKS systems
KNOWLEDGE, SKILLS and ABILITIES
Possess comprehensive knowledge of design and planning process theories, concepts and practices with the ability to use in complex, difficult and/or unprecedented situations as it pertains to the departmental focus
Ability to develop drawings and specifications for small and medium renovation projects
Demonstrated proficiency with all levels of budget development and cost control methodologies
Demonstrated intermediate proficiency with AutoCAD & familiar with BIM Technology software including its application and use
Ability to make presentations of project design concepts and projects budget/schedules to large and small groups and provide necessary visuals in support of the presentations
Ability to interact professionally with various internal and project participants, consultants, city and state officials in managing project scope, budget, and schedule
Ability to think independently and execute professional judgment on technical issues
Demonstrated intermediate proficiency with Microsoft Outlook, Word, and Excel, and MS Project
Ability to independently set goals and determine best course of action to achieve desired results
Demonstrated advanced project management skills
