Salary range is $75,586 - $106,032 for a 248-day annual schedule plus comprehensive benefits. Salary will be prorated for remaining days in the fiscal year. This is a temporary, renewable-dependent upon continuation of funding position.

Position Title: Manager, Community Education (TRD) Employment Requirement Not Applicable Division/Department: Community Education Location Corvallis Campus, Corvallis, OR Job Summary:

Responsible for leadership and management of the Community Education program in Linn and Benton Counties. Oversee personnel and the rental of additional facilities.

Develops and offers noncredit courses to meet the community's needs. Market community education programs and services to students and the public throughout the college service district. Serve as a principal advisor to the Director of the Corvallis Campus and Extended Learning Division.

Required Qualifications:

Education and Training: Requires a Bachelor's degree with a preferred emphasis in adult and/or community education, educational administration, or another related field.

Experience: Requires a minimum of 3 years of generalized administrative duties and supervisory experience in public or private organizations which involves a diversity of tasks similar to those found in a community college extended learning program.

Knowledge, Skills and Abilities: Must have broad interest of local community; desire to be part of the community and ability to creatively develop noncredit courses that will serve the community.

Requires knowledge of hiring practices and understanding of positions supervised. Must understand state and college requirements, as well as the course and instructor approval processes. Must know student rights document and when to involve others.

Position requires broad understanding of community college processes. Requires a clear understanding of the community education process.Must have knowledge of credit instruction, instructional design, and elements of effective teaching and learning, with an understanding of outcomes-based instruction and services. Requires versatility and flexibility to manage a multifaceted program and ability to know when classes need extra attention.

Requires planning skills. Must be able to work comfortably with financial data and have well-developed computational skills.

Requires ability to use cost control procedures.

Must have knowledge of personnel management, training, and college evaluation process. Requires human relations and instructional program development skills. Must have excellent communication (oral and written) and collaborative skills to work cooperatively with public and private agencies.

The ability to translate community information to useful information for the college and programs is necessary. Requires the ability to negotiate facilities usage agreements and contracts. Must have commitment to and well-developed teamwork skills.

Requires editorial skills. It requires knowledge of the safety of facilities and people. Requires a basic understanding of new instructional technology and distance education.

Preferred Qualifications:

  • Prefer a master's degree in Education, Adult Education, Management, or related field.

  • Prefer community or continuing education instructional course development experience in a community college setting.

  • Prefer connections for finding potential instructors.

  • Prefer knowledge of instructional delivery technology and distributive education.

Physical Requirements and Working Conditions:

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Periodic travel to lead and/or participate in meetings.

No special coordination beyond that used for computer use, normal mobility, and handling of everyday objects and materials is needed to perform the job satisfactorily. Requires travel between LBCC Benton Center and other locations within Linn and Benton counties. Must provide their own transportation.

Essential Duties:

● Provide leadership and management for Community Education in Linn and Benton Counties. Serve as a principal advisor to the Director of the Corvallis Campus, and Extended Learning Division and manage the development and coordination of a college-wide Community Education program.

● Direct the planning and development of quarterly class schedules, new courses, and innovative instructional approaches that will serve the needs of local communities and residents. Work with other community organizations to develop courses and programs in partnership.

Create classes that are FTE reimbursable maximizing the Community Education Programs' contribution to the department and divisions' FTE contribution to the College. Oversee the development of course outlines in accordance with state guidelines.

● Negotiate contracts and agreements for LBCC's use of community facilities.

Develop and maintain efficient customer-friendly processes and ensure courses at off-site locations are supervised and conducted as an extension of the college.

Ensure staff and students are safe and that facilities and equipment used are safe, secure, and in good repair. Report safety/security problems to building owners, to the Director of the Corvallis Campus and Extended Learning, and to the Director of LBCC Public Safety.

● Recruit, interview, hire, orient, train, and assess contracted classified staff. Oversee recruitment, hiring, and supervision of part-time, non-contracted faculty and classified staff.

Follow Human Resources guidelines and processes. Follow college/division procedures for employee appraisals, including student evaluations of community education faculty. Plan and conduct regular faculty orientations and training. Sign notification of employment for part-time faculty; determine payroll and approve authorizations.

● Ensure a supportive, quality learning environment for students. Address learning needs and trends of the community, hire quality faculty and support their development; is available to students with concerns and problems; work with Director of the Corvallis Campus and Extended Learning, Student Affairs to resolve student discipline issues; keep abreast of teaching and learning processes. Ensure all students are provided an environment that embraces all cultures in preparation for leadership in a multicultural world.

● Provide leadership and represent the college to the community and the community to the college. Attend community meetings and work collaboratively with appropriate community leaders and related organizations throughout Linn and Benton Counties.

Evaluate ways the college can be more involved with the community and implement ideas or pass them on to others at the college. Develop and maintain awareness of economic, social, leisure, cultural and educational trends that affect the community; incorporate these trends in planning. Create and manage a marketing plan to ensure that the college and the local community are aware of all Community Education classes.

● Provide process and system continuous improvement in Community Education, which includes yet is not limited to, the most effective and efficient registration system, planning sheets, enrollment sheet, coordinator division of labor, etc.

● Provide staff, faculty and students a voice in the operations, programs and vision of community education. Practice two-way communication in a collaborative team-oriented environment. Attend meetings and communicate pertinent information to staff and faculty; listen to employees and students; provide clear written and oral directions; set example as a team leader; let decisions be made at the level closest to the work.

● Represent LBCC in statewide community education initiatives and organization, including the Oregon Community Education Association.

● Perform other related duties as assigned

NATURE AND SCOPE OF POSITION

Work is performed independently. Although procedures exist and precedent is available for some decisions, it is lacking in others and calls for independent decision-making.

Requires considerable creativity and innovation. Errors could have serious consequences for the college. Position is responsible for an annual department budget.
