POSITION PURPOSE:

This position is accountable and responsible for TVA construction management at generation sites throughout the valley. It encompasses all aspects of construction management functions including design review, procurement, constructability review, commissioning, procedure adherence, start up and testing of equipment, required to meet TVA's business and environmental plans. This position also plays as the asset owner representative for field oversight of marketing, assurance routine operations, and CCR facilities are functioning properly. Implement corrective actions as needed to avoid impacts for safety, environmental events and emergency response preparedness by being proactive to adverse weather events 24/7. This position may be responsible for managing more than one project at a time on site and at multiple generation site locations. This position drives the project to ensure quality, safety, environmental, budget and schedule goals are met. This position will be the point of contact with plant operations, and support public meetings, and governmental departments.

JOB DIMENSIONS:

Supervisory Responsibility

  • Manages multiple TVA and contractor personnel supporting the project that includes but not limited to administrative personnel, controls, scheduler, safety, engineers, environmental etc.

Budget Responsibility

  • Manages construction on one or more generation site projects ranging in budget from $3 million to $100 million from feasibility/development through start up and testing.

PRINCIPAL ACCOUNTABILITIES:

  • Provide construction management on one or more generation site/routine handling projects ranging in budget from $3 million to $100 million from feasibility/development through start up and testing.

  • Constructs and executes major civil projects through request for proposal solicitations, contractor and equipment evaluations/selection, engineering review, startup and testing, performance testing and environmental compliance testing and reporting.

  • Performs as TVA's responsible point of contact regarding construction interface, emergency preparedness lead, Deputy Operations Section Chief in event of civil emergency. The individual is required to be at the project site during construction as necessary and to provide directions.

  • Accountable for quality, cost effectiveness, timely completion, and performance of each project assigned.

  • Develop and implement strategies for reducing costs and improving customer satisfaction.

  • Reviews the project budget, cost forecasts, and schedules to ensure project completion within pre-established goals and targets.

  • Responsible and accountable for meeting the pre-established project safety and environmental goals while developing a safety culture of zero injuries for the project construction sites.

  • Manages multiple engineers supporting the project including TVA personnel and contractor personnel acting as owner's agents.

  • Directs a site team consisting of TVA employees and contract personnel hired to construct specific capital and O&M projects such as administrative personnel, controls, scheduler, safety, engineers, environmental, field supervisors, etc.

  • Ensures site safety and environmental expectations are understood and adhered to by reviewing/approving site-specific work plans with attention also to the compaction and placement of CCR product.

  • Responsible for procurement of the TVA and contractor equipment

  • Interfaces and coordinates with TVA's plant operations, engineering, facilities management, procurement, and other TVA groups.

  • Develops a project construction plan with each contributing group i.e. contractor, engineering, project team and plant operations and combines those into the integrated schedule.

  • Establishes and maintains an integrated project schedule with contingency planning.

MINIMUM REQUIREMENTS:

Education

  • B.S. in Construction Management or equivalent experience in managing large projects (>$30 million) in an engineering, construction, or modification business. Must have previous project management or construction management experience.

Experience

  • A broad knowledge of and experience in all phases of power plant construction and modification. An in-depth understanding of power plant operations, engineering, and design principles. Extensive knowledge of environmental, health and safety with respect to project construction execution. Prefer 3 or more years' experience as a Construction Manager or Project Manager.

Knowledge/Skills/Abilities

  • Strong facilitative leadership skills, the ability to function effectively in a team environment, a strong focus on results, self-motivated with high personal and ethical standards. Strong organizational, interpersonal, and written communication skills, excellent organizational development, project management, negotiating and owner's representative skills. Must have a working understanding of major procurement and construction contracting, cost accounting, budgeting, and scheduling. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
