Position Purpose:Manage and oversee the interpretation and linkage of business needs and objectives in applications development and support activities.

Manage day-to-day resources necessary to provide effective applications to support user needs and resolve problems.

Work with departmental staff and users to identify requirements for development projects and support activities.

Effectively integrating new technologies and develop project plans and schedules.

Apply in-depth knowledge of systems to diagnose problems and find solutions to meet user requirements.

Incorporate global and organizational best practices into applications.

Use project management methodologies to effective manage projects.

Create effective organizational structure and develop staff skills and competencies through training and experience.

Experience/Experience:

Bachelor's degree in Business, IS or related field. 5 years of systems analysis or IT project management experience, preferably in healthcare. Working knowledge of the integration of medical and/or claims information and information systems, database modeling, project management, and application or systems development methodologies. Previous experience as a lead in a functional area, managing cross functional teams on large scale projects or supervisory experience including hiring, training, assigning work and managing the performance of staff.

License/Certification:

Project Management certification preferred.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Financial Systems * Assists with the implementation of enhancements to automated accounting and financial systems and agency created applications. * Translates accounting and financial business needs into effective applications, operations, and reporting requirements. * Assists with troubleshooting and problem resolution related to business analytics, accounting and financial systems and applications. Business Processes and Information Analysis * Maps existing business processes and models new business processes. * Identifies financial data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and relationships within data. * Identifies and interprets financial data sources, patterns and trends and assesses data quality. * Assists with development of reconciliations between the general ledger and sub-ledgers or Comptroller Statewide Financial Systems. Reporting * Assists with the extraction and compilation of data, including writing SQL queries and using various business information software applications (such as PowerBI). * Assists with the development and preparation of periodic and ad hoc reports, dashboards and visualizations. General Functions * Performs various administrative support and technical functions in support of agency operations. * May assist in researching, compiling, and analyzing data; entering data into spreadsheets, databases, and other automated applications; and preparing complex queries and reports. * May review forms, correspondence, reports, and other documents for completeness and acceptability. * May assist in reviewing and analyzing agency policies, procedures, and forms and recommending changes to improve efficiency and effectiveness. * Assists in completing special projects and performs other work as assigned. * Performs other duties (general and department specific) as assigned. MINIMUM QUALIFICATION REQUIREMENTS/LICENSES AND CERTIFICATIONS Education: * Currently enrolled in and actively attending an accredited college or university as an undergraduate student with a declared major in Business Analytics, Accounting, Finance, Business, or other relevant program AND within 12 months of graduation; OR * Currently enrolled as a graduate student (Master or Doctoral) in a Business Analytics, Accounting, Finance, Business, or other relevant program. * Applicants will be required to submit a copy of official college transcripts. Experience: * None. Registration, Certification, or Licensure: * None. Preferred Qualifications * Completion of at least 60 semester hours, including coursework related to the specific program area of the internship assignment. * Experience using Microsoft Office and Microsoft PowerBI software.
