Position Summary

This position is funded by a grant for a duration of time as defined by the grantor.

Works under limited supervision of the Public Information Officer to develop, coordinate, and implement effective communication plans that align with Shelby County Health Department's objectives and targeted audience across various platforms. Assists management in the daily marketing and communication activities of the Health Department, ensuring that all operations of the division are carried out in an efficient, timely, and professional manner.

Pay Grade: 53

Salary Commensurate with Experience and Education

Minimum Qualifications

100% -

1.Three (3) years of increasingly responsible administrative experience in communication, AND

2.Bachelor's degree from an accredited college or university in media relations, public relations, journalism, health communications, or a closely related field, OR

3.An equivalent combination of related education and/or experience.

4.PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

1.Assists with creating engaging content for various channels, including press releases, community engagement, articles, blog posts, social media, and website content.

2.Assists with developing and coordinating internal communication strategies to ensure consistent messaging and alignment across all SCHD departments.

3.Monitors media coverage and social media conversations to identify trends, opportunities, and potential risks, and develop appropriate responses to management and the Public Health Officer (PIO).

4.Collaborates with cross-functional teams to provide communication support for various initiatives, such as health wellness, announcements, and crisis management.

5.Measures and analyzes the effectiveness of communication campaigns and initiatives using various analytics tools and provides actionable insights and recommendations for improvement.

6.Supports and coordinates communications protocols for emergency response of unit during and after normal business hours, and establishes, or assists in establishing, guidelines on procedures, methods, and other work changes; implements procedures as required.

7.Formulates specific marketing plans that effectively promote the Health Department programs and services.

8.Coordinates and manages the development and placement of external advertising.

9.Educates all new professional staff on SCHD public relations policies and procedures through an orientation.



  1. Drafts and creates presentations to include reports and PowerPoint presentations.

  2. Confers with and advises staff on communications policies and procedures, and brand standards.

  3. Reviews, approves, and monitors daily communications and marketing operations.

  4. Attends SCHD and community events with the PIO and Director of the Health Department.

  5. Performs special projects or activities as assigned and acts as the PIO in their absence.

  6. Performs other related duties as required or directed.

KSA's -

1.Thorough knowledge of health communications and public/media relations theories, concepts, protocols, and practices.

2.Knowledge of public health-related programs and practices.

3.Skilled in writing, excelling at persuasive writing, and being able to adhere to quality and style guidelines.

4.Strong communication skills working with and in teams.

5.Ability to speak publicly, as well as write in a clear, concise, and professional manner.

6.Ability to prepare statistical and narrative reports.

7.Ability to work in a fast-paced, professional, and diverse environment and to interact tactfully with public citizens and co-workers.

8.Ability to develop and manage detailed timetables (or project plans) involving multiple individuals and to meet deadlines.

9.Ability to prepare detailed reports and work plans.



  1. Proficient Knowledge in Microsoft Office (Excel, Word, PowerPoint) and other software applications including social media platforms (e.g., LinkedIn, Instagram, Facebook, Twitter, etc.).

Special Requirements

1.Must possess a valid Tennessee driver's license or secure one by the date of employment.

2.Must have daily access to an operable automobile and meet county requirements for automobile insurance upon the date of employment.

3.Must be willing to carry a cell phone for contact.

4.Work will require attendance at meetings and activities on weekends and/or after regular work hours.
