Position Summary

This position is funded by a grant for a duration of time as defined by the grantor.

This position ensures federal preparedness funds are directed to Tennessee Regional and Metropolitan Emergency Preparedness programs to prepare for, respond to, and recover from public health threats. Develops and manages a plan to provide Medical Countermeasures (MCM) to the Memphis Metropolitan Statistical Areas (MSA) entire population (as determined by CDC) within 48 hours in the event of a natural or bioterrorism-related disaster.

Pay Grade: 53

Salary Commensurate with Experience and Education

Minimum Qualifications

100% -

1.Three (3) years of experience in public health and emergency preparedness of which one (1) year of experience in program management working with the strategic national stockpile (SNS) and Medical Countermeasures; AND

2.Bachelor's degree from an accredited college or university in public health, health or public administration, or related field; OR

3.An equivalent combination of related education, and/or experience.

4.Certification in the Incident Command System (ICS 100, 200, 300, 700, and 800).

5.Working with cities readiness initiative programs is preferred.

6.Unrestricted Tennessee RN or Paramedic license preferred.

7.PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

1.Develops and manages a plan that is mutually useful for the Memphis (MSA) which includes Shelby, Fayette, and Tipton Counties in Tennessee, Crittenden County in Arkansas and Desoto, Marshall, Tate, and Tunica Counties in Mississippi that will provide Medical Countermeasures to the entire population within 48 hrs.

2.Manages Open and Closed POD Operations and personnel for distribution of MCM to 1.3 million citizens.

3.Manages the development and sustains a Cities Readiness Initiative (CRI) program.

4.Coordinates the integration of command and control of state and local emergency operation systems to allow for effective communications.

5.Manages a public information system to direct, mobilize, and continually inform the public via a uniform message about mass Medical Countermeasure dispensing.

6.Ensures security measures to protect people, locations, and critical assets involved in the distribution and dispensing of Medical Countermeasures.

7.Performs site reviews within the Memphis MSA regarding capabilities to receive and distribute Strategic National Stockpile (SNS) assets.

8.Attends conferences and meetings as required by the Memphis and Shelby County Health Department, Tennessee Department of Health, and CDC in relation to CRI.

9.Manages processes for sharing, distributing, and communicating public information across Memphis MSA to ensure mutually beneficial strategies. Recommends education and training programs within the Memphis area that includes participation with applicable Arkansas and Mississippi personnel.



  1. Participates and collaborates with internal and external partners to address areas of improvement noted by CDC in the Technical Assistance Review.

  2. Provides assistance in the appropriate Emergency Operations Center to coordinate the delivery of critical health service, materials, and patient movement.

  3. Performs other related duties as required or directed.

4.Knowledge of the objectives and services of the Cities Readiness Initiative.

8.Knowledge of organizational and decision-making skills.

9.Proficient in MS Office (Excel, Word, and PowerPoint) or similar computer application software.

Special Requirements

1.Must possess a valid Tennessee driver license or secure one by date of employment.

2.Must have daily access to an operable automobile and meet county requirements for automobile insurance upon date of employment.

3.Must be available to work various shifts and/or on-call assignments as required.

4.Work will require travel to locations outside of the office.

5.Must maintain all licenses and certifications throughout the duration of employment.
