Position Summary

Reporting to the Director of Real Estate and Airline Affairs, this position is responsible for the management of assigned commercial properties, which are contractually leased to airlines, airline related tenants, the airport hotel, transportation shuttle companies and select passenger service tenants for the purpose of generating revenue streams to MAC at the Minneapolis

  • Saint Paul International Airport (MSP). This position manages tenant lease documents, which includes MAC's Airline Operating Agreement and Terminal Building Lease, license agreements, terminal space leases, and respective amendments. Works with MAC Finance and Airport Development to ensure accuracy of space allocation reports for the purpose of rates & charges calculations. Drafts, edits, and interprets tenant lease and license agreements to airlines, MAC departments and various tenants. The incumbent leads the MAC space allocation committee in the approval and allocation of terminal space use. Coordinates and oversees MAC's interests throughout terminal construction projects. Performs on-site inspection to ensure lease compliance.

Position Description

Negotiations

  • Conducts negotiations and reaches agreements with potential and present airlines, airside service provider tenants, the Transportation Security Administration, and other associated MSP tenants for new, renewed or amended contract documents

  • Creates lease documents for the assignment of new and/or remodeled facilities to tenants

  • Coordinates staff review and approval of lease documents

Research

  • Coordinates data collection and analysis efforts, including surveys, directed at setting or administering policies regarding MAC's commercial properties

  • Develops and reviews ordinances, regulations and policies, and makes recommendations for changes to ensure they meet MAC's current and future needs

  • Researches historic Commission actions affecting properties

  • Monitors MSP airline gate allocation and utilization

  • Monitors assigned commercial properties regarding industry trends and tenant mix, and makes recommendations for actions necessary to reflect the Commission's stated goals and objectives

  • Stays abreast of airline lease activities and operations at foreign and domestic airports

Project Management

  • Plans, coordinates, and leads project meetings associated with an RFP, RFQ, or RFB process

  • Attends construction project meetings to assist consultants and various MAC departments with tenant relations to ensure project timelines and lease compliance are maintained

  • Responds to questions and complaints; provides information regarding airport policies, operations, opportunities and MAC's RFP, RFQ and RFB processes

  • Coordinates the completion of leasehold and other contract generated projects

Presentations and Meetings

  • Composes, modifies, and finalizes memoranda to recommend or seek authorization to MAC's Operations, Finance & Administration Committee and Commission on RFP, RFQ, RFB, MAC Ordinances, and Concession Agreement and Lease Agreement related actions.

  • Presents RFP, RFQ, RFB, Concession and Lease Agreement related requests and actions at MAC's Operations, Finance & Administration Committee and Commission meetings

  • Participates as primary MAC contact for Airport/Airline Advisory Groups

  • Represents Revenue and Business Development issues to various staff committees and related MAC departments

  • Prepares and verbally presents issues to various staff committees

  • Attends and represents Revenue and Business Development at meetings for related construction projects

  • Conducts pre-proposal conferences and other meetings with potential and existing tenants and related clients

Administration of Leases, Agreements and Policy Tenets

  • Responds to airline properties and license agreement inquiries and determines the appropriate application of MAC policy

  • Reviews requests for contract generated actions, such as signage, and coordinates approval and implementation actions

  • Provides and coordinates appropriate accounting and collection actions with the Finance Department

  • Provides lease interpretations and/or coordinates legal review and interpretation of contracts for MAC staff and tenant personnel

  • Provides MAC Finance with annual budget forecasting of lease agreements, facility use, property use, ground use lease agreements and airside/commercial service license revenues.

  • Amends and oversees lease agreements throughout entire MSP campus

  • Communicates with tenants notifying of contract violations, contract compliance, dispute resolution and the promotion of tenant satisfaction.

Preparation of Documents

  • Drafts and coordinates the preparation of Requests for Proposals, Requests for Qualifications, and Bid Specifications documents

  • Drafts and coordinates the preparation of Lease documents

  • Prepares memoranda recommending lease approvals and related actions to MAC Directors and Commissioners

  • Writes and coordinates the preparation of special reports regarding policy or project decisions

  • Coordinates extensive reviews of Requests for Proposals or Request for Qualifications submittals to prepare a recommendation of award

Miscellaneous

  • Coordinates the completion of leasehold and other contract generated projects

  • Reviews master plan, CIP and other plans, project proposals and airport documents for properties impacts and input

  • Conducts site inspections and reports findings and recommendations

MINIMUM REQUIREMENTS

  • Bachelor's degree in business administration, real estate, aviation, or a related field

  • Three years of airport operations, airline operations or property management experience

  • In lieu of a bachelor's degree, seven years of airport operations, airline operations or property management experience

  • Two years of experience working with and interpreting contracts, leases or tenant agreements

  • Excellent written and oral communication skills

  • Intermediate skill level using Microsoft Word, Excel, and PowerPoint

  • Experience with financial analysis and reviewing financial terms (i.e. ROI, lease rate development, accounting principles)

  • Valid driver's license

  • Reliable vehicle to commute between job sites

DESIRABLE REQUIREMENTS

  • Experience drafting and negotiating lease agreements

  • Experience writing and negotiating Request for Proposal (RFP) and related documents

  • Airline operations knowledge and experience

  • Airline or airport tenant relations experience

  • Experience reading blueprints or building design drawings

Other Information

This position provides an opportunity for on-site and remote work. MAC's remote work policy requires employees to be on-site three days of the week. Among the three on-site days, one of them must be either a Monday or a Friday.
