Description
Under limited supervision, the Manager - Accounting for Capital Projects and Reporting plans, organizes, and directs the timely and accurate processing, recording and reporting of all financial transactions related to the Community Investment Program (CIP). This includes financial oversight, capital asset management tracking, grant compliance, rate setting, and debt planning and financing of capital programs.
Posted range is the starting salary. Pay rate offered is based on experience.
Examples of Duties
Oversees the preparation of periodic internal and external financial statements, supporting schedules, and related notes and periodic reports to regulators to ensure accuracy and compliance with generally accepted accounting principles and regulatory requirements.
Ensures that transactions are processed in accordance with city policy, applicable laws and regulations, and sound business practices.
Assists with the preparation of the audit schedule. Explains city policy and procedure to auditors and regulators and resolve audit differences.
Provides direct supervision to direct reports and assures compliance with policies and procedures. Works with employees to correct deficiencies; implement discipline procedures; and recommends employee appointment and terminations. Trains, counsels, coaches and mentors on a regular basis.
Formulates Citywide and departmental polices and operating procedures.
Plans methodology, scope of various projects and program activities.
Conducts statistical analysis and write technical reports summarizing project findings.
Evaluates program effectiveness and efficiency to meet the organization's business goals.
Researches special topics, including new accounting requirements, and prepare reports or presentations. Implements recommendations.
Develops work plans to achieve section goals.
May work with capital project programs, fixed asset and fleet management, bond and grant funding compliance, and utility rate setting
Experience and Training
Bachelor's degree in Business Administration, Public Administration, Finance, Accounting, or similar field.
Five (5) years of accounting experience is required, including one (1) year of supervision.
Experience with capital project programs, fixed asset and fleet management, bond and grant funding compliance, and utility rate setting preferred.
Experience with Excel and other MS Office Analytical tools preferred.
Certificates and Licenses Required
Valid Texas driver's license or ability to obtain prior to employment.
CGFO, or CPA or PMP preferred
