Position Summary

Position responsible for managing Mental Health Court personnel, program activities, and Shelby County Mental Health Court caseload.

Pay Grade: 55

Salary Commensurate with Experience and Education

Minimum Qualifications

100% -

1.Five (5) years' experience in the mental health field which includes psychology. psychological field, clinical social work, mental health counseling, or a closely related field; AND

2.Bachelor's degree from an accredited college or university in sociology, social welfare, psychology, or closely related field; OR

3.An equivalent combination of education, training, and/or experience.

4.Supervisory experience is preferred.

5.PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

1.Manages, schedules, coordinates, and trains staff of the Mental Health Court under the direction of the Mental Health Court Judge and Deputy Administrator.

2.Serves as Information/Data Manager for the program. Manages the Mental Health Court information system; including developing data collection protocol, designing forms, coordinating data collection and entry, summarizing data, and producing reports analyzing statistical information collected.

3.Develops relationships with the local criminal justice system, community services, and mental health providers.

4.Develops community resources and coordinates existing resources for adults with mental illnesses who are incarcerated in local jails or at risk of incarceration.

5.Identifies, screens, and assesses persons with a mental illness and facilitates continuity of care while being held in jail.

6.Develops program plans and carries out specialized programs for clients; coordinates transition plans for adults with a serious mental illness being released from the criminal justice system that includes referrals and linkages back into the community.

7.Collaborates with clients and family members to work towards the attainment of recovery goals and to avoid further contact with the criminal justice system, hospitals, or crisis services.

8.Develops and collaborates with other agencies, clients, individuals, and groups to develop linkage plans while promoting the welfare of clients in the program.

9.Conducts follow-up activities with the persons released from jail into community programs and services to ensure successful integration into the community from incarceration.



  1. Fosters a better understanding of the needs and rights of persons with mental illness and the needs and requirements of the criminal justice system through education and training activities.

  2. Partners with clients to develop an individual plan of services and support that enable each client to live as independently in the community as possible.

  3. Advocates for individuals with mental illness who are incarcerated or at risk of incarceration to assure the protection of the client's rights and privacy.

  4. Submits weekly reports on the progress of clients.

  5. Works with the Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS) personnel to develop performance measures for the Project and ensures compliance and plans for future community projects that will address criminal justice and mental health needs.

  6. Attends and participates in network meetings and trainings as scheduled by TDMHSAS.

  7. Provides operational support, and coordinates, and manages special projects assigned by the Deputy Administrator and Judge.

  8. Works with other agencies, individuals, and groups in promoting the welfare of clients in the program.

  9. Performs other related duties as required or directed.

3.Thorough knowledge of mental health systems procedures and provider agencies to assist the mentally ill.

4.Ability to work with mental health professionals to develop transition plans for clients.

5.Ability to coordinate and direct activities of agencies associated with the provision of services.

6.Ability to compile composite reports.

7.Ability to establish and maintain a system of records.

8.Ability to exercise good judgment in evaluating situations.

9.Ability to make presentations.
