Position Summary

Works under the general direction of the Administrator of Finance and Administration to handle a wide range of policy-oriented and financial managerial procedures relating to Division of Health Services grant and service contracts and serves as managerial liaison for Division of Health Services on the West Tennessee Regional Forensic Center (WTRFC) services.

Pay Grade: 55

Salary Commensurate with Experience and Education

Minimum Qualifications

1.Five (5) years of experience working with grants, contracts, or accounting; AND

2.Bachelor's degree from an accredited college or university in accounting, finance, business, public administration, public health, health administration, or a closely related field; OR

3.An equivalent combination of related education and/or experience.

4.PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE REQUIRED.

Duties and Responsibilities

1.Processes and routes agreements and contracts between Shelby County Government on behalf of Shelby County Health Department for all vendors and grantors to include processing all necessary documentation to produce and various external departments such as Legal to produce an executed contract.

2.Addresses contract questions regarding vendor contracts, renewals, and extensions and all financial implications.

3.Monitors and assesses programmatic and administrative contract compliance and performance to include staffing levels against contractual commitments, and conformity with standards set by the grantor.

4.Monitors and notifies departments and Administrators of contract expirations and renewal in a timely manner prior to contract expiration and works with departments to establish the new contractual terms.

5.Establishes operating guidelines to implement department accounting and budgeting activities and procedures, methods, and other work-related changes as it relates to contracts.

6.Monitors fiscal areas to ensure compliance with local, state, and federal regulations relating to contracts.

7.Prepares, reviews, and tracks resolutions and related documents for submission to the County Commission for Division of Health Services.

8.Coordinates the RFP process for contracts for the Division of Health Services are placed out for bid.

9.Provides primary interface between the West Tennessee Regional Forensic Center (WTRFC) and Division of Health Services on administrative and management issues. Assures coordination of services and information exchange between WTRFC and the Health Department.



  1. Discovers and applies for grant funding opportunities and oversees grant submissions coordination with departments.

  2. Updates the Administrator on Forensic Center meetings and provides timely reports on any issues.

  3. Recommends program goals and develops plans with higher management.

  4. Monitors accreditation of the WTRFC and conformity with public health guidelines and assesses programmatic and administrative contract compliance and performance to include staffing levels against contractual commitments, and conformity with standards set by the National Association of Medical Examiners (NAME).

  5. Attends conferences, becomes certified, monitors compliance of NAME upon training, and participates in Quality Improvement activities of NAME.

  6. Recommends and implements changes in department or division organization, procedures, and activities.

  7. Supervises and trains assigned staff.

  8. Performs other related duties as required or directed.


KSAs

1.Extensive knowledge of public administration, finance (including budgeting, accounting, and auditing), purchasing, and personnel management techniques.

2.Knowledge of Shelby County Government purchasing and contracting procedures.

3.Knowledge of grant processes procedures and policies related to federal, state, and local regulations.

4.Knowledge of social and economic forces affecting healthcare delivery

5.Ability to work in a fast-paced, professional, diverse environment.

6.Ability to facilitate effective interpersonal and interdepartmental relations among Shelby County Government entities.

7.Ability to express excellent oral and written reports and make professional public presentations.

8.Proficient in Microsoft Office (Word, Excel, and PowerPoint) and other County software applications.

Special Requirements

1.Must possess a valid Tennessee driver's license or secure one as of employment date.

2.Must have daily access to a personal operable automobile and meet county requirements for automobile insurance upon the date of employment.

3.Work will require attendance at meetings and activities on weekends and/or after regular work hours.

4.Work will require travel to locations outside of the office.
