Nolij Consulting has an opening for a Management & Program Specialist to join our team based in Charleston, South Carolina.


  • Must have ten (10) years of direct work experience with the use of information technology to develop and/or integrate complex data, to include three (3) of the following five (5) areas:

  • Requirements analysis;

  • Knowledge analysis;

  • Project management procedures including out year budgeting for programs involving OMN, FMS, OPN, SCN, and RDT&E monies;

  • Development of contract schedules, out year planning and POM budgets;

  • Compliance planning and program planning; knowledge of DoD standards and regulations like the FAR, DFAR, OPM requirements, and other business-related regulations.

  • Experience shall include notable supervision and/or mentoring of lesser experienced personnel.

  • Experience may be achieved simultaneously.


  • High School diploma or GED.

VIEW JOBS 8/19/2019 12:00:00 AM 2019-11-17T00:00 <p>Provide project control support to the Space and Naval Warfare Systems Command (SPAWAR) in support of the MHS enclave Infrastructure and Application Transition task under Med-COI. This project includes the large scale technical and logistical coordination of network transition at over 120 military medical sites worldwide. This position requires proven project control skills and attention to details and tasks needed to provide accurate and timely information to our Federal client. <strong>This position requires some evening, night and weekend work.</strong></p><p><br></p><p><strong>Desired Experience: </strong></p><p><br></p><ul> <li>Familiarity with DoD terminology, organizational structure and culture.</li> <li>Experience with MS SharePoint.</li> <li>Recent work experience in project or program management support. </li> <li>Prior relevant experience with MHS or Military Service medical systems.</li> <li>Familiarity with the DoD-MHS Ports and Protocols Services (PPS) and associated process.</li> <li>Experience with large scale deployments and associated logistics, and logistical challenges related to an effort involving changes to networks, application/hosting infrastructure, and application software.</li> <li>Prior experience with projects affecting mission critical applications and operations of sites using these applications</li> </ul><p><strong>Requirements</strong></p><ul> <li>Provide project reporting, including detailed project status reporting</li> <li>Respond to inquiries on detailed project activities.</li> <li>Coordinate and collaborate with project team members and stakeholders to facilitate completion of project objectives.</li> <li>Facilitate or lead meetings, teleconferences, and web conferences to collect information needed for project tasks or schedules.</li> <li>Accurately prepare, distribute and revise meeting related documentation such as agendas and minutes.</li> <li>Capture, track, and follow-up on action items.</li> <li>Respond to inquiries on detailed project activities.</li> <li>Document project requirements.</li> <li>Exercise management skills to maintain excellent client relationships.</li> <li>Understand and contribute to risk management and schedule management</li> <li>Ability to plan resources and develop work breakdown structures</li> <li>Possess strong situational awareness and ability to navigate complex client cultures and environments.</li> <li>Well-developed and proven communications skills – both verbal and written.</li> <li>Proficient in MS Office (MS Word, Excel, PowerPoint, and Project)</li> <li>Ability to work ~1 to 3 weekends per month and some evening or night work.</li> </ul><p><br></p><p><strong>Education: </strong>Bachelor’s or Master’s degree in Computer Science, Business, or a related field (i.e., Economics, Marketing, Finance, Accounting, Management Information Systems, etc.) </p><p></p><p> <strong>Experience:</strong> Two (2) years of Contract Management experience, to include: Development of Program Acquisition Documentation, Data Collection and Analysis, Development of Cost Estimates, and Development of Program Status Reports.
