WHAT IS THE TAXPAYER ADVOCATE SERVICE (TAS)DIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Advocate Service (TAS), Executive Director Case Advocacy, Intake & Technical Support (EDCA ITS), Quality Review Program (QRP)
The following are the duties of this position at the full working level.
Position supports the National Taxpayer Advocate Quality Review Program by leading a team of Quality Analysts in the program. Provides general program guidance and makes work assignments under the direction of the Supervisory Program Analyst.
Coordinates, directs, and completes special projects. Conducts quality reviews on closed TAS cases. Incumbent provides validation or management review of case reviews completed by Quality Analysts.
Participates in the development and refinement of program requirements and measures and assesses program performance, identifies problem areas, trends, and deficiencies, and develops solutions. Acts as a consultant to management on a wide range of evaluative methods and processes and establishes process control systems for measuring the quality of key operational program elements and conducts statistical work measurement studies. Provides oral and/or written analysis, summaries, or high-level overviews as needed.
Guides and/or directs activities between TAS National Office and local area offices to identify and address system problems. Analyzes areas of the Taxpayer Advocate Quality Review Program operations, procedures, and reports; recommends and/or initiates modifications. Reviews project objectives and resource utilization in order to correct existing program deficiencies.
Incumbent provides necessary, oral or written, guidance to the Taxpayer Advocate Quality Review Program staff, and local area Quality Analysts, and members of process analysis projects. Leads and/or participates in process analysis to reduce taxpayer burden and improve customer satisfaction.
Plans, formulates, and initiates special research studies in various phases of the Taxpayer Advocate Quality Review Program operations. Incumbent contributes proper coordination of Taxpayer Advocate processes, procedures in all functional activities and develops operational information for establishment of annual operating goals.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience leading major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude; Experience with a wide range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience with management principles and processes to perform project management duties to effectively; Experience coordinating and integrating project objectives and recommendations with key line and/or staff functions of the Service; Experience communicating both orally and in writing
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible.
To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
This is a bargaining unit position.
Tour of Duty: Day Shift
Alternative work schedule, staggered work hours or telework may be available.
In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
