Responsibilities

The Management Program Analyst is responsible for overall coordination of all Systems Redesign programs for the medical center and community based outpatient clinics. This includes integration of system analysis into planning, implementing, monitoring and evaluating clinical and administrative support programs. The System Redesign Coordinator (SRC) reports to the Chief, Learning Resources Service (LRS). Duties of this position include, but is not limited to:

  • Serve as liaison between Medical Center management, service chiefs, and frontline employees in the LEAN process.

  • Coordinate all VISN and national-level collaborative, training, and learning opportunities.

  • Provides autonomous oversight and execution of administrative policies, programs, and operations.

  • Applies performance improvement principles and techniques to plan, organize and implement the System Redesign process.

  • Analyzes data generated from a variety of sources.

  • Knowledge of the principles of organizational development and change management theories.

  • Organize work, set priorities, and determine resource requirements; determine short or long-term goals and strategies to achieve them, coordinate with other organizations to accomplish goals.

  • Utilize Lean Six Sigma principles to improve flow processes and access throughout the Facility and across all disciplines, including outpatient clinical services, inpatient clinical services, business and administrative services and leadership/management services.

  • Other duties as assigned.

Work Schedule: Monday thru Friday, 7:30 am to 4:00 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2018.

SELECTIVE FACTOR: This position requires the applicant to have training and be certified with the LEAN Green Belt Certification to lead the SR Team. This maybe a document you will need to provide to verify training has been completed.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Performing management or program analysis studies

  • Managing various database software packages and computer applications

  • Defining issues and problems; analyzing data and advising executive management officials of short range and long range solutions

  • Conducting management analysis studies and/or participating in quality reviews and studies

  • Providing information technology leadership and direction for product line in dealing with information technology issues

  • Carrying out application projects and the merits of proposed applications, designs and design changes

  • Using imagination to develop new insights into situations and applies innovative solutions to problems; design new methods where established methods and procedures are inapplicable or unavailable.

  • Persuades others, develop networks and coalitions, gain cooperation from others to obtain information and accomplish goals, negotiates to find mutually acceptable solutions and build consensus through give and take.

  • Play a critical role in leading efforts to meet or exceed performance expectations relating to access, patient flow, and providing timely, efficient and cost-effective service through the Facility and its clinics. . OR,

You will be rated on the following Competencies for this position:

  • Ability to communicate and work with people from a variety of backgrounds and with varying levels of understanding.

  • Ability to provide planning and implementation tools and oversight for Systems Redesign initiatives facility wide.

  • Ability to research and analyze interrelated issues of effectiveness, office efficiency and productivity of substantive mission-oriented programs.

  • Ability to understand performance improvement principles and techniques in order to plan, organize and implement the SR process.

  • Ability to analyze data on a qualitative and quantitative basis, identify deficiencies, and make appropriate recommendations.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
This work is primarily sedentary, although some slight physical effort may be required due to meetings with both clinical and administrative services. Minimal travel may be required
