WHAT DOES A SENIOR PROGRAM ANALYST - EXECUTIVE ASSISTANTDO? As an Executive Assistant, you will assist the EDCA-ITS on matters and/or issues related directly to the Taxpayer Advocate Service function. You will be responsible for general management and executive direction within the program and functional areas of the EDCA-ITS. You will be responsible for high level, cross-functional projects, often of a confidential nature. These projects may include the development of broad policy and operational objectives as they relate to the function, which often require integrating and/or coordinating efforts and activities across organizational lines, including the Office of the National Taxpayer Advocate, other Operating Divisions, and functional organizations. This position is under the general administrative direction of the EDCA-ITS and as such you will be expected to have great familiarity with the Taxpayer Advocate function, its mission and the work performed in support of this mission.

As an Executive Assistant you will:
Plan, perform, and/or coordinates the most significant types of managerial assignments encompassing the entire program and functional areas of the EDCA-ITS office including Case Advocacy, Finance, Training, Human Resources , Technical Analysis and Guidance, and Business Assessment (i.e., quality, customer satisfaction etc.).
Implement the EDCA-ITS administrative and management decisions and assures accomplishment of the desired results.
Renders personal assistance in the general management of operations, including utilization of resources, and takes part in the formulation of policies, development of program plans, in the design and issuance of directives and instructions, and in the development of recommendations to improve the effectiveness of the program areas under the EDCA-ITS.
Analyzes proposals directed to the EDCA-ITS for approval, decision, or review and develops recommendations for consideration and action. May also develop alternate proposals, as warranted, with possible agency wide and government wide ramifications.
Represents the EDCA-ITS in contacts with IRS officials, representatives of other agencies and non-government organizations, and various committees and task forces as needed.
Independently or as a leader of an ad hoc group, undertake special studies and investigations and analyze technical, operational, and administrative problems which exist or may arise in one or more offices or programs.
Provides technical advice to the EDCA-ITS and direct reports which affect overall management of programs and functions under the purview of the EDCA-ITS.
Develops and maintains a proficient level of expertise, skills, and knowledge and accomplishes the tasks and duties efficiently, timely, and with high quality, dealing with others as needed to promote effectiveness and productivity.

GS-15 LEVEL: You must have 1 year of specializedexperience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Knowledge and expertise of business operating division, and/or human resource programs, and of the interrelationships among these programs to research problems and issues; knowledge of operations, organizations and procedures sufficient to determine appropriate action to take and the ability to communicate and apply this knowledge as needed; Demonstrable skill in the use and interpretation of relavent laws, regulations, rulings, policies or procedures in order to research and advise on specific questions or problems; Demonstrable ability to communicate orally and in writing on a multitude of subjects and to meet and deal effectively with a wide range of co-workers, executives and leaders within and/or outside the Service, and Knowledge of the Service's mission, organization, policies, practices and procedures, including broad knowledge of the program areas specific to the Business Division.
In addition to the above qualifications, specialized experience must include: Experience working with the various aspects of operations, including policies, local program objectives, communications and procedures relating to the Taxpayer Advocate Service; Experience in analyzing management reports and program areas for identifying trends and organizational needs to make strategic decisions in support of an organization's advocacy goals; Experience reviewing and evaluating proposals from various sources, including the Commissioner, in order to assess program effectiveness and impact upon the overall goals and objectives of the organization's advocacy goals; And experience using organizational and management support systems (for example, e-performance, SAMS, TAMIS).
The experience may have been gained in the public sector, private sector or VolunteerService. One year of experience refers to full-timework; part-timework is considered on a prorated basis.
