Summary
The Management and Program Analyst with the organizational title of Minority Veterans Program Coordinator (MVPC) Specialist organizationally aligned to the Inclusion, Diversity, Equity, and Access (I-DEA) Section. The primary purpose of the position is to provide duties associated with the building and maintaining the Minority Veterans Program. Major Duties and Responsibilities:
Administrative Duties:
Determine data needs, establish data collection procedures, design report formats, and present findings within assigned deadlines. Prepare findings for presentation in the form of written reports, graphs, charts, tables, or other summaries. Contribute technical knowledge of data to the preparation of reports. Works independently to solve problems.
Serves as the timekeeper for the IDEA Section.
Assists as an alternate fact finder in the IDEA Section. Collecting, assembling, and developing facts, evidence, or other pertinent data; the ability to analyze and evaluate data or evidence to arrive at sound conclusions including applying new information. Conduct long-and-short range planning, organizing, scheduling, etc. for fact-finding. Ability to determine any necessary recommended corrective or other appropriate action. Prepares fact-finding report in accordance with regulations and/or directives. Maintain the required privacy and confidentiality of information.
Assists with review of training plans, reports, and regulations to determine training needs, maintain training records, organize, and coordinate training requirements. Assists with monitoring established and new programs to identify trends which reflect either significant accomplishment or problem areas. Serve as instructor for a variety of courses. Mandatory IDEA training, and New Employee Orientation information.

Supports recommendations to the Inclusion, Diversity, Accessibility and Equity (IDEA)Section Chief on management in assigned organizations of Diversity & Inclusion (D&I) and program requirements and established goals. Advises management in assigned organizations of routine requirements and of the goals established to enhance the employment opportunities and diversity initiatives of minorities, females, and underrepresented groups. Assists in the direction/management of one or more special emphasis programs and the Diversity Advisory Committee. Provides routine advice. Performs fact-finding and analysis of workplace concerns.
Provides conflict resolution services to employees as a trained mediator in the Alternative Dispute Resolution Program. Completes required training to become a VA Certified mediator
Assists the IDEA Section Chief in maintaining a balanced IDEA Budget. Serves as the Records Liaison for the IDEA Section. Serves as a credit card holder for the IDEA Section. Gathers information from employees via contact by phone, email, or face to face interactions, which may be a confidential nature, in response to document requests. Maintains confidentiality of these documents and any privileged conversations.
Performs other duties as assigned.
Work Schedule: Monday through Friday 8:00 am to 4:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service.
Interchange Agreement: Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. You may qualify based on your experience and/or education as described below:
General Experience: For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
