The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

  • Identifies potential and actual problems and probable causes. Researches a variety of issues, gathers pertinent statistics or information, reports findings to higher level employee, and may recommend corrective action for aspects of a program or function.

  • Monitors, reviews, and evaluates operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems and report findings to higher level employee(s).

  • Verifies completeness and accuracy of controls to ensure compliance with established procedures and formats.

  • Revises procedures, controls, etc., as instructed by analyst(s) or comparable positions.

  • Drafts memoranda, preliminary reports, and charts showing findings or recommendations.

  • Assists management with labor-management issues and grievances through the preparation of reports or responses, frequently having advance knowledge of decisions rendered and actions proposed that may result in personnel actions.

  • Uses word processing, database, and spreadsheet software to prepare documents and to enter, revise, manipulate, sort, calculate, store and retrieve data. A qualified typist is required.

  • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

  • This is a NON-BARGAINING unit position.

  • Tour of Duty: Monday-Friday 8a-4:30p

  • Alternative work schedule, staggered work hours or telework may be available.

  • Must be a U.S. Citizen or National.

  • A 1-year probationary period is required.

  • Undergo an income tax verification and review of prior performance/conduct.

Qualifications

SPECIALIZED EXPERIENCE GS-6:

To qualify for this position at this grade level, you must have at least one year (12 months) of specialized experience equivalent to the GS-5 level in the Federal Service. Specialized experience is experience that is in or related to this position and provided you with the particular knowledge, skills and abilities to perform successfully the duties of this position. Examples of qualifying experience may have been gained by performing clerical and technical work in support of management and/or program analysis functions which may have included identifying potential and actual problems and/or probable causes; researching specific issues; gathering pertinent statistics or information; monitoring, reviewing, or evaluating operations and interrelationships with other functions in regard to workflow, work redundancy, or systemic problems; revising procedures, controls, etc; and preparing memoranda, preliminary reports, and charts showing recommendations or findings.

SPECIALIZED EXPERIENCE GS-7:To qualify for this position at this grade level, you must have at least one year (12 months) of specialized experience equivalent to the GS-6 level in the Federal Service. Specialized experience is experience that is in or related to this position and provided you with the particular knowledge, skills and abilities to perform successfully the duties of this position. Examples of qualifying experience may have been gained by performing technical work in support of management and/or program analysis functions which may have included identifying potential and actual problems and probable causes; researching specific issues; gathering pertinent statistics or information, reporting findings and recommending corrective action for the full scope of a program or function; monitoring, reviewing, and evaluating operations and interrelationships with other functions regarding workflow, work redundancy, or systemic problems; and utilizing database or spreadsheet software to enter, revise, manipulate, sort, calculate, store and retrieve data for use by others. WHAT DOES A SENIOR PROGRAM ANALYST DO? As a Senior Management and Program Analyst, you will serve as a Project Manager responsible for accomplishing major analytical studies and/or projects relating to the substance of key programs of the Internal Revenue Service. The assignments are usually carried out on behalf of the EDCA Office and involve some of the most complex programs, systems, or issues that are EDCA or Servicewide in scope and are of critical importance to the mission of the Service. Advises on and oversees the general management of operations, including utilization of resources. * Provides technical advice on the overall management of programs under the purview of the Taxpayer Advocate program for which they are assigned. * Performs independently, or provides leadership to ad-hoc groups, in the conduct of special studies, investigations, or projects. * Collect, analyze and consolidate data and status reports to determine impact on resources, effectiveness, and compliance with established goals and objectives.
