As an organization, we are consistently expanding our footprint in the contracting community.We are presently identifying candidates for the following position: Consultant- Mutual Legal Assistance Treaty (MLAT) Unit (9x) (IOD - Wash DC). The mission of the Mutual Legal Assistance Treaty (MLAT) Unit is to collaborate with the Department of Justice Office of International Affairs (DOJ-OIA) to standardize and centralize MLAT protocols and requirements, to be the central repository for all incoming MLAT requests to the FBI, and to facilitate and monitor the progress of all incoming MLAT requests requiring FBI assistance. The MLAT Unit provides training and guidance on MLAT-related matters to LEGATs, FBI field offices, and foreign law enforcement partners. MLAT Unit supports the FBIs interests abroad by ensuring the FBI fulfills its duty to support the U.S.s reciprocal obligation to foreign countries in the collection, filtering, and production of evidence located in the U.S, including electronic evidence from U.S.-based Internet Service Providers (ISPs).Minimum Qualifications
  • Top Secret (SSBI) Security Clearance
  • US Citizen
  • Associates Degree
  • Excellent organizing, planning, and coordinating skills.
  • Excellent attention to detail.
  • Ability to read legal documents and understand U.S. legal standards.
  • Ability to perform research and detailed analysis.
  • Ability to generate graphics/products for internal and external dissemination to partners.
  • Strong writing skills that will be used to provide final reports to DOJ-OIA and international partners.
  • Strong working knowledge of IT/computers.
  • Outstanding interpersonal and liaison skills and the ability to work well in a team-oriented and independent environment.
  • Strong ability to communicate clearly and effectively, both orally and in writing.
  • Must work well in a high-stress environment.
  • Able to follow the FBI's policies and procedures for business attire and grooming standards
Preferred Qualifications
  • Technical and Legal experience preferred.
  • Minimum 2 years experience in a Government setting preferred.
  • Military experience
  • Investigative experience or relevant work experience.
  • 2 years experience in a related field
Responsibilities
  • Receive and manage traditional mail and e-mail from the Department of Justice (DOJ) Office of International Affairs (OIA) and United States Attorney Offices (AUSAs) throughout the U.S., ISPs, and FBI Field Offices; this correspondence contains legal documents, electronic production returns from ISPs, and FBI documents from the field offices.
  • Collaborate with FBI employees and DOJ-OIA employees, daily.
  • Review foreign and domestic legal documents to identify tasking for the FBI.
  • Perform analysis and de-confliction utilizing multiple FBI internal databases and systems.
  • Prioritize and manage multiple tasks and cases.
  • Develop knowledge of FBI field offices to determine the most appropriate field office(s) for setting leads to assist.
  • Author documents for the field to include case background and specific country requirements.
  • Maintain awareness of, and periodically update, the Units tracking tools (Access Database).
  • Utilize technology and software tools to review the electronic production returns received from the ISPs and filter out non-relevant content and/or information.
  • May be required to review obscene material as part of criminal, child exploitation, and counterterrorism investigations.
  • Learn and utilize software/hardware to produce discs that will be delivered to DOJ-OIA for dissemination to our international partners for evidence entered into court proceedings.
  • Author documents detailing work performed that will be used in court proceedings worldwide.
  • Establish and utilize a network of internal and external resources to perform analysis and complete assigned work on a daily basis.
  • Utilize SharePoint to enter and maintain data.
  • Utilize Outlook to communicate with internal and external customers.

The International Protocol Unit is responsible for coordinating and facilitating official meetings between FBI personnel and foreign national dignitaries at all levels to include the Director's Office, FBIHQ personnel, all 56 field offices and any FBI facility.  IPU Personnel routinely schedule and coordinate meetings between international representatives and senior level representatives of the FBI. IPU establishes and maintains relationships with local foreign embassy law enforcement and intelligence partners in order to serve as a conduit to promote information exchanges between the FBI and foreign partners<strong>Minimum Qualifications—</strong><ul><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Top Secret/SCI Security Clearance (Top Secret clearance must be existing at time of application)</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">US Citizen</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Bachelor’s degree from an accredited institution.</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Minimum five (5) years Government experience in event planning, meeting coordination, and/or program management or minimum three (3) years as a protocol affairs specialist/special events coordinator in private industry.</li><li style="padding: 0; margin: 0;">Compile meeting agendas to be disseminated to foreign partners and FBI stakeholders.</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Analyze, interpret, edit for grammatical and protocol errors, and coordinate briefing materials - supplied by the IOD operational unit - prior to dissemination.  Create and develop official FBI documents to prepare senior level FBI executives for meetings with foreign dignitaries.  These documents will be retained as official records with FBI divisions.</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Solicit FBI Legats and operational divisions for information related to the purpose/topics of discussions.</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Establish contacts and interact on a professional basis with FBI, external agency personnel, and local foreign embassies to achieve a common goal.</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Prepare and disseminate briefing materials for dissemination to the Director, Deputy Director and Executive Assistant Director. </li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Track and account for all foreign visitors accessing any FBI space maintaining an official records database of topics discussed and any actionable items, to be referenced further for future meetings.</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">populate, review, and edit/finalize weekly engagement reports disseminated at all levels within the FBI.</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Coordinate meetings and bilateral information exchanges; strengthen partnerships, and execute FBI training delivered to foreign partners. </li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Develop and present presentations and briefings to higher-level management and/or external entities outlining cross programmatic and country oversight. </li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Write comprehensive electronic communications documenting: the purpose of the meetings to include: the meeting topics and how the topics align with the FBI’s threat priorities; visiting delegation details for processing of clearances within the Security Division; and informing appropriate parties of granted access to the FBI facility.</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">Perform administrative tasks related to protocol such as:<ul><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">complete electronic communications for security;</li><li style="padding: 0; margin: 0;" style="padding: 0; margin: 0;">confirm FBI presenters/agenda;</li><li style="padding: 0;
