WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Project/Program Manager you will be responsible for accomplishing various analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service. The studies or projects involve complex programs, systems, or issues and have impact on multiple IRS locations and/or organizations. In this role you will coordinate the impact of the project with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service. Specifically, you will use your analytical and technical skills to conduct in-depth analyses of project data, requirements, and impact and you will identify problem areas and determine how to resolve them.
As a Management and Program Analyst you will:
Meet with managers and executives within the Service to define the overall goals and objectives of the project.
Prepare complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
Prepare recommendations for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
Plan, coordinate and establish operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.
Establish a system to review, control, and report on project status; Monitors project status and adjusts work plans for project accomplishment.
Conduct in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them; Prepare agency directives, IRM issuances, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to the project.
Conduct briefings and prepare comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations.
Assess the effectiveness of, and recommend/effect changes to the OJI training process; On-the-Job Guides; Case assignment procedures; Workload deferral guidelines; and Lead OJI roles and responsibilities; Oversee Case Advocate and Intake Advocate OJI Training Program administration and related responsibilities.

GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revising methods and developing new approaches to information gathering;
Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations;
Utilizing budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions.
GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Demonstrated accomplishment of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them;
Knowledge of project management and organizational to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations;
Utilizing budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
