Duties

  • Briefs program office and senior leadership on all aspects of assigned projects.
  • Provides guidance to all stakeholders during all phases of the project's lifecycle while also creating detailed requirements, plans and processes.
  • Obtains business and information technology sponsor approvals and coordinates the resources necessary to successfully advance projects towards completion.
  • Identifies and implements project management processes and procedures for project initiation, concept identification, risk management, management reporting, governance, and project closure.
  • Oversees the development of data-driven tools and reports to aid in monitoring field compliance and adjusting when necessary to optimize HEFP programs.
  • Reviews data and identifies new areas for required content to measure and provide predictive analysis based on the changing business needs.
  • Provides expert oversight, direction, guidance, and technical expertise on assigned data management projects.
  • Identifies potential areas of deficiencies that are counter-productive to the delivery of quality health care delivery services.
  • Performs other tasks as assigned.

Work Schedule: 8:00am-4:30pm, Monday- Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 4/6 of the following examples of specialized experience. Examples of specialized experience would typically include, but are not limited to: 1) Training in project management and assisting with applying methods and tools to implement project management principles; 2) Integrating, organizing, and analyzing data from multiple data sources using a variety of methods and applications; 3) Communicating orally and in writing techniques to effectively represent program matters in meetings or tasks groups; 4) Applying communication skills to work with clients, assessing needs, providing information or assistance, or satisfying expectations; 5) Setting goals and objectives, generating alternatives, evaluating risks, and drawing sound conclusions; 6) Managing and coordinating contracts supporting software applications, tools, or resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
