The Management and Program Analyst at the Community Based Outpatient Clinic (CBOC) in Colorado Springs serves as the principle advisor on all administrative matters associated with Primary Care service. The incumbent is responsible for securing or negotiating resources or services required to manage all administrative functions in Primary Care Service. As the Management and Program Analyst for Primary Care Service, the incumbent has critical and significantly diverse responsibilities.

The Management and Program Analyst independently evaluates administrative methods, procedures, work flow, organization, communication, planning, training, arrangements of space, and equipment utilization. He/she analysis the data in order to recommend courses of action or changes which will improve Primary Care operations.
The incumbent serves as a liaison with Human Resources and MSO Office for Medical License renewal for providers and monitoring of credentialing and privileging.
Responsible for reviewing and approving organizational changes, position descriptions, and individual performance standards.
The incumbent assists the Contracting Officer Representative (COR) with provider and service contracts.
Reviews equipment requests, recommends to the Section Chief, Primary Care prioritization of requests for new equipment, and assures that the requests are submitted.
Reviews and analyzes memoranda, regulations, and policy statements and directs the implementation of revised policies and procedures ensuring compliance with the directives.
Duties include documenting, tracking, and presenting trend analysis data to the Section Chief of Primary Care.
Serves as the point of contact for all administrative and space utilization projects related to Primary Care Service.
During any major construction or facility projects, the Management and Program Analyst serves as the point of contact for the service on all items related to Primary Care.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below:
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related .
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond firs two years of graduate study.
