Vacancies will be filled in the following specialty areas:

Large Business and International Office of Program and Business Solutions, Customer Liaison and Human Capital, (HCM), Workforce Programs

The following are the duties of this position at the full working level.

Assists with at least two (2) projects/programs. The employee provides input to leadership and team members and ensures all project tracking and documentation aspects are completed accurately, thoroughly, and timely.

Performs research and analysis, serves as an evaluator assisting higher-graded analyst, related to specific issues, providing interpretation of program guidance and customer service based on their finding.

Serves as a management and program analyst with oversight of at least two (2) projects/programs, supporting the development and/or interpretation of guidance on program planning, execution, and evaluation. The incumbent advises leadership and team members and ensures all project tracking and documentation aspects are completed accurately, thoroughly, and timely.

Performs regular and recurring analytical studies and assists with projects affecting select program areas within the agency. Independently conducts in-depth analysis of performance management reports and briefs management on any conflicts within findings. Compiles and presents oral or written findings to a limited audience within LB&I.

Administers support to supervisors of higher graded management program analyst or management officials in performing operational reviews and preparing evaluations for a segment or phase of a broader project or study or independently completes projects and studies of limited scope.

Provides significant support to supervisor, team leader, and other analysts or project managers, in the areas of, but not limited to program management, KISAM, IMS, Request for Information (RFI), and personnel processing systems. Provides procedures on systems such as People Trak. Assist managers with Telework agreements.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-09, but if the position has career progression to GS-12, then you may move from a GS-09 to a GS-12 in as little as three years.

    Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.

  • Obtain and use a Government-issued charge card for business-related travel.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-09: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.

Specialized experience for this position includes demonstrated experience working with functional programs, operations and processes; Analytical and evaluative methods and techniques and management and organization principles for assessing program development or execution and improving organizational effectiveness and efficiency; Experience applying basic fact-finding and analytical techniques to gather information and data presentation methods to prepare clear and effective recommendations both verbally and in writing; Experience presenting data, interpretations and conclusions in a clear, concise and logical manner.

OR

EDUCATION: A master's or equivalent graduate degree in any field of study.

OR

Two (2) full years of progressively higher-level graduate education leading to any field of study.

OR

LL.B. or J.D., if related.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked.

AND

SPECIALIZED EXPERIENCE GS-11: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.

Specialized experience for this position includes applying basic qualitative and quantitative techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; Experience with work processes, operations and programs to perform studies and evaluations, and make recommendations for changes and improvements; Recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; Experience applying communication techniques sufficient to present plans and proposals convincingly and negotiate.

EDUCATION: A Ph.D. or equivalent doctoral degree.

OR

Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

OR

LL.M., if related.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to that described above.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible.

To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

SPECIALIZED EXPERIENCE GS-12: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position includes experience that demonstrated a wide range of evaluative and analytical methods, management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress, revising methods and developing new approaches and analyzing the impact of changes and make recommendations; Knowledge of functional programs, operations, work processes and related administrative activities to identify actual or potential problem areas, and deficiencies; Experience working with project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects and studies; Oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations, as well as, written communication techniques to prepare project papers, reports, manuals, and directives. Conducting analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of the operating line and administrative programs. Planning and evaluating to include analyzing various types of inventory/workload reports to prioritize and schedule work to meet program goals (such as conducting workload analysis to determine and project gaps and/or overlaps in production measures); analyzing workflow to identify delays in processes, variances in quality/quantity or other issues impacting effectiveness/efficiency, and make revisions/recommendations for improvement; planning, developing and delivering technical training.

Problem solving to include analyzing business measures and comparing against established standard; preparing recommendations for resource requirements to accomplish the project or program; producing spreadsheets to manage, track, and report data to facilitate decision making; monitoring systems to identify problems and verify changes are functioning correctly; conducting studies of work processes to identify, analyze and recommend solutions to problems in organizational structure, staffing, administrative procedures work processes and/or distribution; conducting cost benefit analyses, risk analysis or other technique to determine the best course of action. Writing to include producing written information such as headquarters-approved job aids and training materials for a broad audience and providing recommendations or findings to the next level of management or above. Influencing/Negotiating to include persuading others to accept recommendations, cooperate, or change their behavior; working with others towards an agreement; negotiating to find mutually acceptable solutions.

  • Alternative work schedule, staggered work hours or telework may be available.
