Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Management and Program Analyst. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Duty Location: Washington, District of Columbia

The incumbent serves as a high-level representative for tasks specific to western water generally and specific drought remediation related initiatives and programs for the Deputy Commissioner - Operations, Chief Engineer, and Senior Advisor for Operations within Reclamation. As a Program Analyst, provides for program management and intergroup communication between the Department of the Interior, Assistant Secretary Water and Science (AS/WS), Commissioner, Deputy Commissioners, Directors (SES), Senior Leaders, senior management throughout Reclamation, and external parties.

  • Serves as an issue manager for the oversight of programs or tasks specific to immediate drought remediation and is recognized as the primary authoritative specialist prioritizing conservation measures and other long-term planning activities.

  • Designs, directs, and manages compliance processes and activities necessary for the development and implementation of PL 117-58 (Bipartisan Infrastructure Law).

  • Perform studies, review proposals, provide analysis and technical recommendations associated with the performance of programs, changes in operations, or other issues addressed at the Deputy Commissioner and similar levels.

  • Analyze the proposals as they relate compacts, Federal laws, court decisions and decrees, contracts, and regulatory guidelines amongst the Federal Government, western States, Native American Tribes, and Mexico.

  • Identify and recommend formal changes to programs and/or established practices or policies.

  • Oversee the Reclamation-wide implementation of Reclamation's compliance with Cybersecurity requirements.

  • Oversee actions to reduce enterprise-level risk Reclamation-wide associated with existing Water Information Systems (WIS's) through identification and deployment of updated or replacement systems.

  • Serves as the Deputy Commissioner's and/or Senior Advisor for Operations' primary point of contact for activities required under Secretarial Orders, hydropower, Departmental proposals, Deputy Commissioner of Operations-sponsored teams, select external engagements such as the Western States Water Council/WestFAST and Western Regional Partnership, and long-term initiatives.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated experience that includes at least 5 of the following 6 activities: (1) participating in management and coordination activities related to Reclamation's water resources management programs; (2) using analytical techniques to evaluate water resources management programs, policies, or requirements; (3) preparation of briefing documents for Reclamation's leadership; (4) preparing budget documents and information related to program accomplishments; (5) participating in the development or review of policy; and (6) communicating with the public to explain or answer questions about Reclamation programs and activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
