  • Serve as the primary analyst for the Medical Expense and Performance Reporting System (MEPRS) section at McDonald Army Health Center.

  • Analyze and report workload trends, cost data, comparison analysis using the MEPRS Executive Query System (MEQS), Expense Assignment System (EASIV) Repository, and MEPRS Early Warning and Control System (MWACS).

  • Responsible for the timely submission of all MEPRS reports, providing information in workload, expenses, and manpower utilization.

  • Examine allocation of expenses among work centers for reasonableness.

Travel Required

Occasional travel - You may be expected to travel for this position up to 5% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes conducting analysis of medical treatment facility activity workload and expense distribution problems; utilizing automated databases to compile financial and statistical data; and analyzing expenditure of funds to ensure the accuracy of operating costs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).


Education: PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Any Major.


Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36} by 18. Add the two percentages.

You will be evaluated on the basis of your level of competency in the following areas:

  • Planning and Evaluating

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Required qualifications to be successful in this role: * Bachelor's degree in Information Management, Mathematics, Statistics, Computer Science, Information Technology or a related technical area. * 3-5 years of relevant consulting or industry experience. * Hands-on experience with enterprise level data ingestion, data discovery & analysis, data cleansing, data transformation, data modelling, and data visualization. * Understanding of data architecture, governance, and management. * Ability to code in PL/SQL and RShiny. * Understanding of and experience with analyzing structured, semi-structured, and unstructured data. * Programming experience in Java, Python or R. Ability to plan, prioritize, and execute multiple tasks in a fast paced environment. Excellent team player with strong collaboration skills to lead cross functional teams on multi-team projects; strong sense of commitment and responsibility. * Excellent analytical and problem solving skills; experience building scalable, distributed, high availability services; enjoy technical challenges and constantly striving to improve existing services, systems, and techniques. Preferred Qualification: * Experience working with open source or COTS big data tools on Azure or AWS cloud environment. * Experience working with Geospatial data. * Experience working with Hive, Pig, S3/Azure Storage Services, Zeppelin, Spark, Elasticsearch, NiFi, Talend etc. * Strong orientation to quantitative and qualitative, data-driven analysis using stats packages such as SAS; SPSS; MATLAB; R; Python and other open source packages. * Familiar with the capabilities and value of Service intelligence systems. * Army or Joint field experience preferred.
