The selectee for this position will serve as a Management and Program Analyst for the DEPARTMENT OF THENAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule. Pay will vary by geographic location. There may or may not be actual/projected vacancies at the time you submit your application. As such, Notices of Results (NORs) may or may not be sent to applicants who apply to this announcement. Vacancies filled from this announcement may be filled at any grade level listed and in equivalent pay systems (e.g., NH, NJ, NK, etc.). If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Responsibilities

Duties and responsibilities vary and increase according to grade level. Successful selectees will perform duties such as:

  • Serve as an analyst and advisor to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management of Federal agencies or both.

  • Provide line managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management.

  • Analyze and evaluate (on a qualitative or quantitative basis) the effectiveness of line program operations in meeting established goals and objectives.

  • Develop life cycle cost analysis of projects or performing cost benefit or economic evaluations of current or projected programs.

  • Research and investigate new or improved business and management practices for application to agency programs or operations.

Positions may require a Financial Management Level I, II, or III certification per the National Defense Authorization Act (NDAA) 2012, Section 1599d. The certification level must be achieved within prescribed timelines. Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management.

Travel Required

Occasional travel - Travel requirements will vary. Travel from normal duty station to CONUS and OCONUS may be required and may include remote or isolated sites. Travel may be on military and commercial aircraft for extended periods of time.

Senior level positions may be designated as CAP with further designation as a Key Leadership Position (KLP). As a KLP, the selectee will be required to sign a Tenure Agreement which requests the selectee to remain in this position for a designated period of time, generally 3-4 years.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. The selectee will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. GS-05: Your resume must also demonstrate that you have successfully completed a four year course of study leading to a bachelor's degree OR you have at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector analyzing problems to identify significant factors; gathering pertinent data; planning and organizing work; communicating with others orally and in writingOR you have a combination of education and experience that equates to one year of experience.

GS-07: Your resume must also demonstrate that you have successfully completed one full year of graduate level education OR you have have successfully completed a bachelor's degree with superior academic achievement OR you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector gathering data; conducting research; administering and tracking program requirements OR you have a combination of experience and graduate education as described above that equates to one year of experience.

GS-09: Your resume must also demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree OR you have obtained an LL.B. or J.D. that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector being responsible for analyzing and evaluating the effectiveness of program operations OR you have a combination of experience and graduate education as described above that equates to one year of experience.

This is a direct report to the Section Manager for the Product Line within the Program Planning and Support (PPS) Directorate and matrixed to the Program Team. Responsibilities include but are not limited to assisting in Earned Value Management (EVM) including Variance Analysis, quarterly Estimate at Completion (EAC) efforts, budgeting, baselining, proposal support, scope control, and communicating expectations in support of the program's Control Account Managers (CAMs) and Integrated Program Team (lPT) Leads. This position requires a dedicated individual who is able to lead and can be successful in a fast paced and demanding environment. The candidate will work with varying levels of management across all functions within the Program and the Product Line. The individual will work on process improvements and the building of efficiencies into all aspects of the organization. Working closely with the CAM, the lPMA will manage program status and schedule meetings, maintain action items lists, perform meticulous follow-up to ensure actions are completed, and proactively coordinate across the program to help multiple program members develop an efficient program battle rhythm. This position is a strong foundation for a career in program management, planning, or EVM.
