  • Tech Operations and Investment Services

The following are the duties of this position at the full working level.

  • Performs extensive operational reviews, prepares comprehensive program analyses/evaluations, and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives.

  • Recommends program staffing; develops changes in methods, procedures, and techniques to improve baseline measures; and conducts studies of employee/organizational efficiency and productivity and recommends changes in improvements in organization, staffing, work methods procedures.

  • Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission, and as needed, directs the development and accomplishment of employee training relating to the project.

  • May act as a senior analyst providing guidance and assistance to lower graded specialists and may also serve as a project manager responsible for accomplishing various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE/EDUCATION FOR GS-09:

You must have one (1) year of specialized experience equivalent to the GS-07 level in the Federal Government. Specialized experience for this position includes:

Performing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Oversight of financial reporting, budgets, and funding allocations. Advising on policy changes and conducting studies of program efficiency and productivity.

Recommending changes in procedures and techniques to improve baseline measures and organization's work methods. This position will require knowledge of asset forfeiture policy and procedures.

OR

You may substitute education for specialized experience as follows: a master's or equivalent graduate degree in any field of study.

OR

2 full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in any field of study.

OR

an LL.B. or J.D., if related.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to that described above. Options for qualifying based on a combination will be identified in the online questions.

SPECIALIZED EXPERIENCE/EDUCATION FOR GS-11:

You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service. Specialized experience for this position includes:

Conduct specialized analyses and evaluations for a specific program or initiative of a broader project. Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Prepare draft reports and other substantive guidelines and materials.

Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures. Perform operational reviews and program evaluations pertaining to the effectiveness of line program operations. This position will require knowledge of asset forfeiture policy and procedures as well as knowledge of asset forfeiture database software.

OR

You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree from an accredited college or university in any field of study.

OR

3 full years of progressively higher-level graduate education leading to a doctoral degree in any field of study.

OR

an LL.M., if related.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to that described above. Options for qualifying based on a combination will be identified in the online questions.

SPECIALIZED EXPERIENCE FOR GS-12:

You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. Specialized experience for this position includes: experience that demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations.

Your experience must include budgeting methods and techniques to prepare analyses and estimates. This position will require extensive knowledge of asset forfeiture policy and procedures as well as knowledge of asset forfeiture database software.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible.

To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S.

  • Fri, start and stop times between 6am and 6pm.
