Management & Budget Analyst
This position requires an active Secret clearance
The Management & Budget Analyst will provide comprehensive financial support, including analyzing budget requests, managing obligations, and assisting with budget formulation and financial audits. The role is responsible for monitoring financial data, preparing reports, and ensuring compliance with Department of State financial policies and federal regulations.

Pay commensurate with experience.

Management & Budget Analyst Responsibilities Include:
Analyze domestic and overseas budget requests, assess validity, and make recommendations to the Chief Financial Officer (CFO).
Review and process Pass 2 obligations and payments, including travel requests, requisitions, grants, and purchase card transactions in various systems such as E2 Travel System, ILMS, and GFMS.
Assist with budget formulation by reviewing unfunded requests, drafting justifications, updating budget tables, exhibits, and narratives in the Budget Formulation Execution Management (BFEM) system, and preparing presentation materials.
Prepare and coordinate reimbursement and inter-agency agreements, updating them in the Integrated Budget Information System (IBIS) as needed.
Prepare budget forecasts and financial execution reports for future budget years.
Allot funding to domestic offices and overseas posts in IBIS as directed by the CFO.
Reconcile transactions in various accounting systems to ensure accurate cost accounting.
Develop and present status of funds reports to senior management.
Monitor Unliquidated Obligation (ULO) balances and take corrective action to de-obligate invalid balances.
Assist with financial audits of overseas posts and domestic financial execution.
Monitor and approve K-fund domestic Representation funding requests and provide monthly and quarterly K-fund reports to Department leadership and Congress.
Performs other job-related duties as assigned
Management & Budget Analyst Experience, Education, Skills, Abilities requested:
Bachelor's degree in Business Administration or a related field is required. A Master's degree in Public Administration, Financial Management, or a similar field is preferred.
Minimum of three years of experience in federal financial management.
Two or more years of experience using the E2 Travel system and Global Financial Management System (GFMS).
Strong understanding of Department of State budgetary policies, procedures, and appropriation law.
Ability to work independently, manage priorities, and handle daily coordination with minimal supervision.
Experience providing guidance to senior staff and communicating effectively in both written and verbal formats.
Proficiency in Microsoft Office Suite, particularly Excel, pivot tables, and databases.
Strong organizational skills and attention to detail.
Knowledge of fiscal strip assignment, invoice/voucher review, and approval processes.
