Incumbents in this classification are responsible for performing professional budgeting and management analysis. Duties include the preparation of the city wide budget, the monitoring and oversight of department budgets and expenditures as well as compliance with rules and regulations in addition to providing annual budget support and performing research and analysis related to management objectives. Employees work under limited supervision and use independent professional judgment.

SERIES LEVEL:

The Management & Budget Analyst 1 is the first level of a three level management & budget series.

Examples of Duties: ESSENTIAL FUNCTIONS:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.)

Prepares annual budgets for internal departments which includes developing budget requests and packages; comparing budgets to actual expenditures and oversees fiscal operations; assisting departments in developing budget forecasts; developing budget policies, calendars, guidelines and instructions; preparing accounting entries; assisting in the facilitation of budget meetings and the preparation of related materials; preparing presentations for executive staff, the Mayor and the City Council and performing related activities.

Review city's annual budget requests from departments and agencies to make recommendations for funding.

Prepares annual citywide balanced budget for recommendations to the Mayor and the City Council

Projects revenues and closely tracks the economy at the National, State and Local levels comparing growth in the economy to revenue streams and providing principal economic research and forecasting

Prepares monthly expenditure projections based on actual spending data to identify trends and recommend corrective action if necessary and communicates the analysis to the City Finance Officer and city departments.

Analyzes departmental budget performance and/or variances; monitors performance in the execution of the budget for internal departments; determines availability of funds for departmental requisitions and vouchers, as well as contracts and approvals, including the preparation of payment vouchers, requisitions, bid specifications, journal vouchers and process resolutions.

Prepares reports to facilitate future funding requirements including the Comprehensive Annual Budget Report (CABR), Comprehensive Annual Financial Report (CAFR), budgetary reports, management reports, ordinances, spreadsheets, fund and project status reports, profit and loss statements and official statements for bond issues.

Prepares, evaluates and disseminates the CABR to appropriate internal staff, the City Council, public and applicable external agencies and organizations.

Creates and prepares performance reports which includes accumulating, summarizing and analyzing departmental data and other manually calculated performance data to measure the performance of individual departments in compliance with industry benchmarks and City-wide goals and objectives.

Monitors and maintains the personnel system which includes updating personnel positions, verifying positions and monitoring vacancies to ensure position authorization as specified by the budget ordinance; prepares related reports.

Prepare and analyze investment and cash flow statements to ensure maximum investment potential for available funds; performs investment reconciliations between the City's general ledger and investment system.

Prepares debt service schedules, reports and payments to ensure timely payment & recording; prepares related reports for annual and interim reporting.

Participates in/on a variety of meetings, committees and/or other related groups in order to receive and convey information.

Performs other duties as assigned.

Minimum Qualifications:
Six years of any combination of relevant education, training or experience sufficient to perform the essential duties of the job will be considered.

Examples of relevant education include a High School Diploma or GED or an Associate's Degree. Examples of relevant experience include progressively responsible budget and management analysis work and/or progressive experience regarding government accounting procedures.

Supplemental Information: KNOWLEDGE AND SKILLS:

Knowledge of budgeting principles; municipal governmental operations; applicable Federal, State and Local laws, ordinances, codes, rules, regulations, standards, policies and procedures; mathematical concepts; financial reporting requirements; governmental accounting principles and practices and analytical methods.

Skill in using a computer and related software applications; preparing a variety of budget and management reports; performing mathematical calculations; analyzing financial data and information; analyzing and evaluating proposed versus actual budget data; preparing budget forecasts; conducting research and communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

PHYSICAL DEMANDS:

Positions in this class typically require reaching, fingering, grasping, talking, hearing, seeing and repetitive motions.

WORK ENVIRONMENT:

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Primary responsibilities include the compilation, underwriting, analysis and preparation of budget and financial information including projections necessary to assist in decision-making processes associated with the company's portfolio of properties. Budget Analysts apply the generally accepted principles of finance and accounting to analyze budget and financial information and prepare reports by performing the duties below in a rapidly changing and volatile economic environment. The Successful Applicant will: * Maintain Budget Process, Timeline, Project List, Assignments, Due Dates, etc. * Assume responsibility for all aspects of Dyna/Budget Software Administration. * Responsible for compliance with generally accepted accounting principles and company procedures. * Prepare quarterly portfolio consolidation, NOI and FFO reports including variance explanation. * Compile financial models for Board of Directors and Senior Management outlining the sources and uses of capital. * Maintain/update Budget Workpapers and various reports using Business Objects, Excel Macros, and Asap Utilities. * Prepare files for electronic processing and uploads to Dyna/Budget software. * Maintain Budget Package Template, Instructions, and other documents as needed. * Maintain Budget Instructions, provides training and support for all employees involved in the Budget Process. * Prepare budgets, underwritings, assists with loan closings, and participates in special projects, as needed. * Provide Fixed CAM estimates for the portfolio. * Analyze Leasing Results and provides analytical reports. * Perform other duties as assigned. To be considered, we require: * B.A. or B.S. degree in Accounting or related area OR a minimum of eight (8) years directly related experience, or equivalent combination thereof (1 year education = 2 years experience). * Strong financial, accounting, computer, mathematical, and organizational skills. * Positive, enthusiastic leadership qualities. * Effective oral and written communication skills. * The ability to teach concepts/mentor others. * Ability to perform various tasks simultaneously. * Ability to comprehend legal documents, such as, leases and other contracts related to the real estate industry. * Strong interpersonal and communication skills for interaction with all Divisions of the Home Office and Mall Staff. * Experience in Commercial Real Estate, Argus/ Dyna Software, Business Objects, Excel, and budget preparation preferred.
