As a Management Analyst at the GS-0343-13 with a full performance level of a GS-13, you will be part of NBIB Policy, Strategy and Business Transformation,Office of Personnel Management. If selected, you will be responsible for all aspects of the studies assigned to include the initiatives' plan, design, pilot, and implementation to meet the goals and timelines of Portfolio E.

Responsibilities

  • Conducts in-depth and complex analysis of all of the assigned portfolio initiatives. Analysis and studies performed include business process assessments, mapping, documentation, and re-engineering designs around NBIB processes and systems.

  • Analyzes and reviews initiative timelines to ensure proper alignment and coordinates with other initiative leads to ensure initiatives are de-conflicted.

  • Organizes initiative efforts within Customer Engagements and throughout NBIB as appropriate for each initiative.

  • Identifies specific and detailed issues and problems which impact upon overall efficiency and recommends actions for refinement and improvement.

  • Studies executed will require that the incumbent interface and coordinate with the Executive Sponsor?s organization and is the advocate for all initiatives impacting the assigned portfolio.

Qualifications

For the GS 13: You must have at least one year of experience equivalent to the GS-12 level in the Federal Service that included experience using varying and complex analytical methodologies and techniques to include statistical and data analytics; developing procedures and workload management aides to support mission objectives; conducting and/or leading studies to assess the overall effectiveness and efficiency of the organization and to recommend improvements; produce and distribute reports, presentations, and other visual representations and dashboards which outline and provide results of the studies conducted.

You must meet all qualification and eligibility requirements by the closing date of this announcement.

Meade, Maryland. ESSENTIAL JOB DUTIES * Perform first review and editing of Intelligence Information Reports (IIR), averaging four to six pages long, and provide an IIR Feedback and Instructional Assessments to the CI teams. * Analysis provided by the Government CI leads will be focused on decreasing the vulnerability of U.S. Army equities from counter-terrorism and CI threats to its personnel, equipment, facilities, and future technologies. * Assess intelligence from reporting; disseminate evaluations back to reporting elements to apprise them of the quality and value of the reporting and coordinate with analytical elements to identify information gaps and under-reported requirements. * Maintain reporting statistics and assess past collection to assist commanders in determining the impact of their operations and shaping future collection. * Assess source placement, access, value, control, reliability, and credibility based on historical reporting and CM&D-related tasking from United States Army Intelligence and Security Command (INSCOM): * Provide tailored collection plans based on DOD and Army collection requirements as well as priority intelligence requirements. * Facilitate operational CI successes by providing feedback on productivity through advanced statistical analyses: * Analyze the ability of the CM process to provide dissemination, particularly via the Intelligence Information Report (IIR). * Provide quality assurance and quality control, IAW with unit SOPs and other DoD Regulations, of outgoing Intelligence Information Reports (IIRs). * Develop recommendations for evaluation processes by coordinating with Group Intelligence Oversight Officer (IO) and foreign disclosure compliance while ensuring source de-confliction. * Conduct an active outreach to consumer organizations to promulgate capabilities, in turn generating positive functional feedback. * The progress and results of IIR production and consumer feedback shall be tracked and maintained in databases MINIMUM REQUIREMENTS * 8 years of intelligence analyst experience, at a minimum. * This position requires Active TS with SCI eligibility in JPAS.
