Under the general direction of the Director of the Office of the Chief Financial Officer (OCFO), you will administer the operation, testing and reporting of the internal controls process for OCFO and the Agency; assist with conducting OCFO and Agency-wide planning activities; and manage the development and documentation of GPRA reporting requirements. You will oversee the documentation of policies and testing related to the Agency internal controls environment and accomplish special assignments for the OCFO Director and other OCFO management as required.

This position is located in the Office of the Chief Financial Officer.

This position is being advertised at 2 grade levels: VH-39 and VH-40.

The salary ranges for each grade include a 25.86% geographic differential for McLean, VA.

  • VH-39 (GS-13 equivalent): $104,434 to $172,315 per annum.
  • VH-40 (GS-14 equivalent): $119,480 to $197,142 per annum.

Responsibilities

As a Management Analyst, you will:

  • Manage the development and documentation of quarterly performance metrics on Agency performance as required by the Government Performance and Results Act of 1993 (GPRA).

  • Provide all required GPRA reports to the Chief Operating Officer (COO), the Chief Financial Officer (CFO), the Board, and outside parties, as appropriate.

  • Integrate the Human Capital Plan, IRM and Financial plans to develop a five-year business plan for the Agency.

  • Track OCFO external reporting requirements, including but not limited to all financial reporting requirements as required through regulation, and responds appropriately.

  • Document results of OCFO internal control testing and make reports available to appropriate parties including the Senior Management and CEO of the Agency.

  • Serve as Contractor Officer Representative for all OCFO contracts.

Travel Required

Occasional travel - Up to 5% for training and conferences.

Qualifications

You must meet all qualification requirements, including specialized experience by the closing date of this announcement.

Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service.

To qualify for the VH-39 (GS-13) level, you must have specialized experience equivalent to the next lower level, VH-38 (GS-12). The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes:

  • Experience auditing or testing an office's internal controls (i.e., property management, records, financial, technology, human resources, and/or procurement).

There is no substitute of education for specialized experience at the VH-39 (GS-13) grade level.

To qualify for the VH-40 (GS-14) level, you must have specialized experience equivalent to the next lower level, VH-39 (GS-13). The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for this position includes:

  • Experience auditing or testing an office's internal controls (i.e., property management, records, financial, technology, human resources, and/or procurement); and

  • Experience developing policy and guidance to administer an internal controls program.

There is no substitute of education for specialized experience at the VH-40 (GS-14) grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
