If selected, you will be responsible for all aspects of the studies assigned to include the initiatives' plan, design, pilot, and implementation to meet the goals and timelines of Portfolio E.

  • Conducts in-depth and complex analysis of all of the assigned portfolio initiatives. Analysis and studies performed include business process assessments, mapping, documentation, and re-engineering designs around NBIB processes and systems.

  • Analyzes and reviews initiative timelines to ensure proper alignment and coordinates with other initiative leads to ensure initiatives are de-conflicted.

  • Organizes initiative efforts within Customer Engagements and throughout NBIB as appropriate for each initiative.

  • Identifies specific and detailed issues and problems which impact upon overall efficiency and recommends actions for refinement and improvement.

  • Studies executed will require that the incumbent interface and coordinate with the Executive Sponsor?s organization and is the advocate for all initiatives impacting the assigned portfolio.

For the GS 13: You must have at least one year of experience equivalent to the GS-12 level in the Federal Service that included experience using varying and complex analytical methodologies and techniques to include statistical and data analytics; developing procedures and workload management aides to support mission objectives; conducting and/or leading studies to assess the overall effectiveness and efficiency of the organization and to recommend improvements; produce and distribute reports, presentations, and other visual representations and dashboards which outline and provide results of the studies conducted.

The Management Analyst will be responsible for reinforcing the TIA mission and strategies at all levels through the development and maintenance of all resource, administrative, and infrastructure execution using established principles , policies, and sound judgment. This position will report directly to the TIA Resource Manager. This position will be located in the TIA Front Office. Major Duties * The Management Analyst will serve as the point of continuity to senior level, mid-level, and technical staff for financial, administrative, and human resources through the TIA Resource Manager. This will include, but is not limited to, TIA senior staff, TIA Office Directors, EX support service offices, and OS Human Resources (HR). * The Management Analyst will apply analytical and evaluation methods in conducting research projects relating to resources - administrative, financial , and HR. Management Analyst will develop and coordinate strategic and performance-planned processes related to program assessment and oversight. * Management Analyst will participate in furthering the organizational development of all Program Offices within TIA. Management Analyst will development working relationships will all key personnel at all levels of the Directorate as well as relevant Bureau and Department personnel. * The Management Analyst will be responsible for leading and conducting broad research and analysis into infrastructure issues and initiatives; making recommendations to the TIA Resource Manager for resolution strategies; managing and analyzing administrative processes and programs; and assisting the TIA Resource Manager with the development of resource requests that will enhance TIA's strategic and performance efforts. * The Management Analyst will monitor the use and financial execution of resources in accordance with TIA strategic goals and objectives. Management Analyst will continuously analyze administrative processes and programs. * The Management Analyst will exercise routing coordination with all facets of OS functional management and objectively communicate new guidelines, legislation, policies, and regulations that affect the operation of each TIA Program Office. * The Management Analyst will validate resource information through analysis and comparisons with data from other sources; assist in maintaining records for all Program Offices for use in estimating future allocations of resources; assist in the management of TIA resources and preparation of reports indicating the status of resources. Through the TIA Resource Manager, Management Analyst will monitor and advise about projects that will require a team effort with other TIA and/or OS personnel. * Management Analyst will identify deficiencies or potential problems to which meaningful solutions an be developed and presented to senior TIA and/or OS management. * The Management Analyst will assist the TIA Resource Manager with the development and implementation of new approaches , procedures, plans, and programs to improve and support the TIA Front Office's overall capabilities. The Management Analyst will develop and draft correspondence letters, memos, email, instructions, and policy directives for TIA Resource Manager signature. As a collaborative effort with other relevant offices, within and outside of OS, the Management Analyst will independently determine the most effective and efficient processes to be utilized to ensure compliance with established policy, guidelines , and regulations. As a key representative for field and headquarters offices, the Management Analyst ensures applicable TIA equities are considered, incorporated , and implemented . * Initiative and open dialogue, among TIA, OS, and Department officials are paramount to ensure that all necessary information is reflective of the TIA Resource Manager and is in compliance with existing and/or new policies and procedures. Other duties and responsibilities include but are not limited to * Assist the TIA Resource Manager with monitoring the use of resources in accordance with the TIA strategic goals and Analyze administrative processes and programs. Make recommendations for most effective use; * Coordinate TIA Directorate response with contributing program offices for quarterly performance reports (QPRs) - narrative, metrics, and clearances; * Track use of current year resources and assist with forecasting future resource needs for all TIA offices. Update and maintain internal control systems; * Prepare procurement requests to meet Directorate requirements for travel, training, goods, and services. Validate requests through analysis and comparisons with data from other sources; * Serve as the TIA liaison between OS HR staff designated to serve TIA accounts and TIA program staff, particularly those who are Hiring Managers for their respective offices. Hiring Managers will interact directly with OS HR staff for their individual office needs including direct hire recruitment and selection processes. The TIA Management Analyst will help facilitate application, policy or issues that apply across the Directorate. * Serve as the TIA subject matter expert for travel, a significant activity for TIA. Facilitate employee travel orders in E2 Solutions; * Facilitate and arrange meetings for budgets, resources, and strategic planning activities; Draft and edit correspondence aimed at a variety of government and non-government audiences. * This may include budget justifications, regulatory materials, policy guidance, technical * paper, and proposed management initiatives; * Conduct special projects, such as infrastructure builds, and other duties as assigned. * The Management Analyst will research and compile data that will follow a consistent approach so that the data retrieved is repeatable and accurate. The Management Analyst will organize, facilitate, draft justifications, and participate in resource meetings relevant to their job responsibilities. * Given dynamic requirements, the Management Analyst is required to evaluate and analyze problems , conceptualize , and then recommend solutions to the TIA Resource Manager. The Management Analyst will establish and maintain a high level of professionalism. Management Analyst will exercise the highest level of customer service to Department colleagues , in accordance with established guidelines. * Management Analyst will provide highly accurate and concise reports, written and verbal, as requested about TIA resources as they relate to operations and administration. Management Analyst will establish a high degree of credibility, particularly with quick and positive resolution of issues and concerns requested by TIA management. The Management Analyst will utilize initiative in problem solving and present a full range of possible solutions and/or approaches to meet the needs for the TIA Resource Manager and to achieve the overall mission of TIA. Required Skills Professional Qualifications/Skills * Undergraduate degree in Business, Management or related field and 5 years specialized experience. * Without a degree, must have 8 years of specialized experience. * Expert knowledge of administrative regulations, policies, and legislation relating to the full range of operations of DS and Department policies including federal appropriations law, federal acquisitions, and federal travel regulations.Thorough knowledge of DS planning, acquisition, and management processes, particularly to coordinate short-term and long-term guidance. Must have the ability to advise TIA Resource Manager of resource guidance for Program Offices. Must be able to perform a continuous review of resource use by ensuring proper utilization in accomplishing Directorate goals and objectives.Ability to draft materials - reports, audit responses , evaluations - conveying resource information with regard to DS policy, programs, or decisions. Must be able to explain and review the work of others to ensure the accuracy, completeness, timeliness, and coordination with other DS Offices. * Ability to develop resource guidance across Directorate Offices and continuously review use. Must ensure the proper utilization of resources in accomplishing program goals and objectives. Develops projections and coordinates resources for significant unscheduled events. * Demonstrated knowledge and ability to assess and analyze independent studies of resource requirements at the Directorate , Office, and Program level through tracking the use of resources. * Expert knowledge of advanced management and organizational principles and practices. Comprehensive knowledge of strategic planning and budgeting regulations, guidelines, and processes. * Strong writing skills in order to write DS policy, reports, letters, justifications , and other documents with recommendations for management programs, policies and activities.Must be proficient with Microsoft Excel, SharePoint and database programs to support reporting, budgeting , and tracking work activities.MANDATORY: Applicants selected for this position will be subject to a Government Security Investigation and must meet eligibility for access to classified information, Top SecreUSCI clearance level.
