San Mateo County Health is seeking an experienced well-qualified individual for the position of Management Analyst

  • Behavioral Health

  • Limited Term. This individual will plan, organize, direct, review, and coordinate the functions of staff wellness and engagement for the Behavioral Health and Recovery Services (BHRS) division. As part of BHRS's newly formed Office of Improvement and Innovation, this role has the potential to change the daily experience of every BHRS staff member and have a significant downstream impact on the experience of all BHRS clients.

The current vacancy is limited term in the Behavioral Health & Recovery Services Division. This position is located in San Mateo, CA, but will travel/drive throughout the County to perform the duties of the job. This position is anticipated to be needed through June 2026. Currently this position is hybrid of on-site and remote work.

Responsibilities will include, but are not limited to, the following:

  • Begin to develop and advise upon a two-year plan containing clear strategies and milestones for building systems to create a culture of staff well-being, with explicit connections to existing Divisional and Departmental plans, and aligned with the U.S. Surgeon General-published Framework for Workplace Mental Health & Well-Being.

  • Work closely with San Mateo County Chief Well-being Officer (CWO) and other stakeholders to build understanding and historical context which inform the current approaches to staff emotional well-being, engagement, and trauma-informed practices.

  • Leverage learnings and data from the County Employee Engagement surveys, Online Health Assessment, Government Alliance on Race and Equity (GARE), BHRS's Multi-Cultural Organization Development (MCOD), and Trauma- and Resiliency-Informed Systems Initiative (TRISI) in the creation of the two-year plan, as well as in adjusting the plan along the way. Develop and deploy additional surveys as needed, to gauge staff well-being and engagement.

  • Integrate and centralize efforts related to staff well-being, engagement, inclusion, belonging, and trauma-informed practices, that are initiated by County Human Resources (HR) and/or BHRS.

  • Enhance and support the role of division leaders in nurturing staff well-being.

  • Work with CWO and others to employ engineering/human design principles and neuroscientific discoveries to embed well-being elements into work processes, work environments, management and improvement systems, policies, and procedures.

  • Seek to aid in the prevention and risk reduction of secondary traumatization.

  • Cultivate wellness champions across teams to broaden the reach of wellness initiatives and provide them with coaching and support.

  • Collaborate with BHRS teams and leaders to integrate wellness into staff satisfaction and performance plans.

  • Collaborate with groups who organize regular wellness, employee recognition, and other activities to promote a positive workplace focused on well-being.

  • Lead, coordinate, and implement Workforce Wellness Month.

  • Promote the County HR Employee Wellness Program and Employee Engagement resources to engage and support the BHRS workforce in their journey to well-being. Represent BHRS in County Employee Wellness and Employee Engagement Committees and bring resources and learnings from other divisions/departments to facilitate their adoption and implementation within BHRS.

  • Develop a comprehensive toolkit and resource website for all staff that contains targeted materials for all levels of staff.

  • Integrate culturally informed wellness activities into the developed program.

  • Support other BHRS-related projects and tasks as assigned.

  • Engage with the national and/or regional Chief Well-being Officer community at Stanford, or other similar peer cohorts who share best practices in this field.

  • Receive regular support and contact with other well-being leaders in and outside of the County system.

The ideal candidate will possess:

  • At least one year of experience in the fields of mental health and/or substance use preferred.

  • Experience in developing strategic plans for improving staff well-being, with well-defined short- and long-term indicators of success.

  • In-depth knowledge of research and current thinking around burnout, staff well-being, compassionate leadership and engagement, and an understanding of culturally informed wellness approaches.

  • Ability to prioritize a systems approach that contributes to the development of BHRS as a learning and healing organization.

  • Comprehensive understanding of human psychology, human needs, group psychology, and group needs, and how they relate to staff well-being and engagement.

  • Comprehensive understanding of County systems (HR, IT, interdepartmental, intradepartmental, external, policy) and systems models (such as collective impact) and organizational developmental principles.

  • Proficiency in gathering data from multiple sources and analyzing qualitative and quantitative datasets.

  • Familiarity with the U.S. Surgeon General-published Framework for Workplace Mental Health & Well-Being and knowledge about its application to policies, procedures, and protocols.

  • Familiarity with performance and quality improvement frameworks such as Lean and an understanding of their relationship to staff well-being.

  • Self-awareness and introspection skills to model ideal behavior related to promoting a culture of well-being.

  • Excellent listening and communication skills to connect with staff and leaders at all levels in a diverse organization and create psychological safety and a sense of belonging.

  • Proficiency in utilizing Microsoft suite of tools for the purpose of documentation, communication, project management, and data analysis (e.g., Teams, Outlook, PowerPoint, Excel).

  • On occasion, available to work flexible hours, including weekends or evenings.

This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.

Ability to:

Education and Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.

Licenses and Certifications:

  • Depending upon assignment, possession of a valid California Driver's License.
