This position works throughout the Community Development Department on professional administrative and research work of a technical nature. The primary role of the Management Analyst is to manage complex special projects related to any and all facets of Department operations and the delivery of its services.
This position is also called upon perform a full range of analytical and research functions, review operational budgets, analyze workflow processes, assist in writing grant proposals, as well as manage, delegate and respond to service requests. The Management Analyst will work with all divisions of Community Development and other Departments within the City. Work is performed with latitude for the exercise of discretion, independent judgment and action to achieve and promote the City's values of integrity, teamwork, service, vision, dedication, we care.
Duties, and Responsibilities:
Manages, coordinates, implements and monitors complex special projects as assigned. Projects may be related to growth, long-range planning, and development regulations.
Represent the City and/or the Department on assigned projects to address and resolve issues. Negotiate with public and private sector organizations; track and monitor project budget expenditures and schedules; evaluate contractual obligations and agreements. Drive to project sites for meetings or to perform inspections.
Research various topics at the request of Department and Division Heads. Prepare and present comprehensive technical, administrative and financial analytical and statistical reports based upon said research. Interpret data, identify alternatives, present, and justify conclusions, forecasts, and recommendations based on data and other findings.
Oversee and coordinate specialized planning functions, such as large-scale development proposals and specific area/corridor studies. Manage consultants, public involvement and public information associated with such functions.
Provide insight into practices and policies that increase effectiveness and efficiency within the Department. Develop new and revised programs, systems, procedures and methods of operation. Provide staff assistance to senior management staff and elected and appointed officials; prepare and present staff reports to City Council.
Prepare graphic illustrations, presentations, tables and charts to illustrate information. Compile materials and prepare or assist in the preparation of reports, presentations, manuals and other publications.
Oversee and coordinate Department response to citizen service requests. Respond to and resolve difficult and sensitive governing body and/or citizen concerns, complaints and inquiries.
Participate in the development of annual operating budget. Monitor specified departmental activity budgets. Participates in budget development and administration; analyzes capital, operating and maintenance expenditures; prepares reports and analyses related to impact of budgetary decisions; prepares financial forecasts.

Education, Training, and Experience Requirements
Masters of Business Administration, Public Administration, or Urban Planning degree or other closely related degree.
A Bachelor's degree in business administration, public administration, urban planning or closely related field, coupled with at least five years direct experience in municipal government operations, may substitute for the Master's degree.
Two (2) years of management or project management experience in the public or private sector.
Starting salary range is $47,349 to $57,885/yearly.
