Summary

This position works throughout the Community Development Department on professional administrative and research work of a technical nature. The primary role of the Management Analyst is to manage complex special projects related to any and all facets of Department operations and the delivery of its services.

This position is also called upon perform a full range of analytical and research functions, review operational budgets, analyze workflow processes, assist in writing grant proposals, as well as manage, delegate and respond to service requests. The Management Analyst will work with all divisions of Community Development and other Departments within the City. Work is performed with latitude for the exercise of discretion, independent judgment and action to achieve and promote the City's values of integrity, teamwork, service, vision, dedication, we care.

Duties, and Responsibilities:

Manages, coordinates, implements and monitors complex special projects as assigned. Projects may be related to growth, long-range planning, and development regulations.

Represent the City and/or the Department on assigned projects to address and resolve issues. Negotiate with public and private sector organizations; track and monitor project budget expenditures and schedules; evaluate contractual obligations and agreements. Drive to project sites for meetings or to perform inspections.

Research various topics at the request of Department and Division Heads. Prepare and present comprehensive technical, administrative and financial analytical and statistical reports based upon said research. Interpret data, identify alternatives, present, and justify conclusions, forecasts, and recommendations based on data and other findings.

Oversee and coordinate specialized planning functions, such as large-scale development proposals and specific area/corridor studies. Manage consultants, public involvement and public information associated with such functions.

Provide insight into practices and policies that increase effectiveness and efficiency within the Department. Develop new and revised programs, systems, procedures and methods of operation. Provide staff assistance to senior management staff and elected and appointed officials; prepare and present staff reports to City Council.

Prepare graphic illustrations, presentations, tables and charts to illustrate information. Compile materials and prepare or assist in the preparation of reports, presentations, manuals and other publications.

Oversee and coordinate Department response to citizen service requests. Respond to and resolve difficult and sensitive governing body and/or citizen concerns, complaints and inquiries.

Participate in the development of annual operating budget. Monitor specified departmental activity budgets. Participates in budget development and administration; analyzes capital, operating and maintenance expenditures; prepares reports and analyses related to impact of budgetary decisions; prepares financial forecasts.

Represent the City on various professional committees and community groups.

Give presentations to civic, community and professional groups as needed.

Serve on various staff committees.

Provide staff training to department personnel.

Minimum Qualifications

Must possess a valid driver's license.

Knowledge of:

Operational characteristics, services and activities of a comprehensive Community Development Department.

Current principles and practices of municipal government, urban and regional planning, architecture, engineering, construction and economic development.

Methods and techniques of research and analysis related to municipal governance, urban planning and growth and development.

Standard office practices, procedures, systems and equipment.

Business English, spelling, math, and grammar, including the preparation of correspondence on complex matters.

Public engagement, facilitation and citizen involvement techniques and processes are desired.

Skills:

Strong comprehension, analytical and problem solving abilities.

Good planning and organizational skills.

Strong interpersonal and public relations skills.

Proficient computer operations in GIS, AUTOCAD, Accela, word processing, spreadsheets and presentation software.

Planning, engineering, construction oriented drafting / drawing / graphic abilities are desired.

Meeting management and coordination.

Provide clear communication among team members.

Ability to:

Apply requirements of local ordinances, codes, and regulations pertaining to planning, design, development and construction.

Communicate effectively both orally and in writing.

Prepare, maintain and analyze detailed records, spreadsheets, databases and technical reports accurately.

Develop and maintain effective working relationships with employees, city management and the public.

Deal with all situations in a highly professional and confidential manner.

Learn general city operations, departmental organization, and division responsibilities.

Desired Qualifications

Knowledge of municipal government operations and procedures.

Knowledge of workflow management software.

Experience with Microsoft Office applications and GIS (ESRI) products.

Education, Training, and Experience Requirements

Masters of Business Administration, Public Administration, or Urban Planning degree or other closely related degree.

A Bachelor's degree in business administration, public administration, urban planning or closely related field, coupled with at least five years direct experience in municipal government operations, may substitute for the Master's degree.

Two (2) years of management or project management experience in the public or private sector.

Starting salary range is $47,349 to $57,885/yearly.
