The City of Norfolk, Department of Transportation is seeking an experienced Management Analyst II. The primary role will be to work with the supervisor and consultants to organize and structure departmental programs. Participates in the departmental budget process and coordinates grant activities and proposals and serves as the departmental coordinator of the city's financial system. Reviews and maintains departmental policies and procedures, designs and coordinates studies and projects and promotes public relations. Assists supervisor with administrative responsibilities for division and performs related duties as required.Essential functions include, but are not limited to:
Assist VDOT Program Manager in monitoring and reporting budget allocations and expenditures throughout the year.
Assist in coordinating responses to annual federal/state audits.
Assist in preparing presentations, organizing agendas and meetings, developing, and preparing proposals, summaries and reports on agenda items and coordinating meetings.
Assist with preparation and coordinating grant applications.
Assist project managers with project specific documentation, such as environmental compliance, civil rights review, and right-of-way coordination.
Coordinate public outreach activities on projects with internal and external stakeholders.
Draft and coordinate City Council resolutions and ordinance packages for VDOT Program projects with internal and external stakeholders.
Assisting technical staff with administrative duties.
Document management.
City processes as it relates to budget, external funding sources (or special revenue), compliance with state and federal guidelines.
Maintain project updates on City webpage.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Required:
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.
Work Schedule: M-F, 8:30 A.M. to 5:00 P.M. and as needed.
