Duties

Major Duties:

Specific duties include but are not limited to the following:

  • Responsible for coordination of program initiatives, projects and policy changes to all business lines and staff offices, aligned under the Northeast District Office, on matters relating to the administration of a comprehensive array of Veteran's benefits and administrative services.

  • Directs the staff's efforts in planning, organizing, and conducting difficult and complex organizational studies of VBA field offices to determine strengths, weaknesses, and best practices to include changes to meet organizational objectives.

  • Reviews and evaluates planned management goals and objectives of Veterans Benefits Administration (VBA) for Regional Offices.

  • Provides direction and consultation in the development of achievable performance measures that also assure the quality and consistency of benefits delivery at Regional Offices in the District.

  • Conducts comprehensive studies and site visits concerned with the identification of VBA operational issues and adherence to policies, generating reports addressing corrective actions needed and anticipated results.

  • Monitors, tracks, and evaluates operational workload indicators and workload systems for the Regional Offices under the jurisdiction of Northeast District.

  • Prepares and reviews reports for the Northeast District Director concerning Regional Offices workload and performance.

  • Serves as a liaison with VBA program analyst to facilitate the development of strategic plans and project management.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2024.

Applicant must be a current employee of the Veterans Benefits Administration in the Northeast District Office, a current employee of the Veterans Benefits Administration in the St. Louis Regional Office, or CTAP eligible.

TIME-IN-GRADE REQUIREMENT: For a GS-12 position you must have served 52 weeks at the GS-11 level.

SPECIALIZED EXPERIENCE: GS-12 Specialized experience is defined as: experience with management and organization principles and practices of the VBA Regional Offices, provided the knowledge of quantitative and qualitative techniques to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations for VBA Regional Offices, prepares and reviews reports concerning workload, performance and anticipated needs. The applicant must document knowledge of basic federal rules, laws, and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. There is no educational requirement or substitution at the GS-12 grade level.

Additional information

This is not a remote position. You must live within or be willing to relocate within a commutable distance of the duty location.

The duty location is determined to be within the commuting distance of the Northeast District Office in St. Louis, MO.

Work Schedule: Standard 5-day, 8-hour, full time (40 hours a week) schedule; Monday

  • Friday. Hours may vary to effectively carry out the mission.;
