Coordinate the implementation of VBA initiatives established to enhance the level of service(s) provided to Veterans. * Review and evaluate planned management goals and objectives of VBA Regional Offices; provide consultation in the development of achievable performance measures that also assure the quality and consistency of a benefit delivery systems. * Provide major input in the development or revision to VBA policies, standard operating procedures, or other administrative directives related to Regional Office operational effectiveness. * Serve as a liaison with VBA program officials in order to facilitate the development of strategic plans and USB directed projects. * Perform other related duties as assigned.Specific to the GS-11 levelThe incumbent will serve in a developmental capacity that provides the knowledge, skills and abilities needed to perform the full range of duties as described in the target position description (shown above).The incumbent of this position performs developing assignments acquired from the full performance level. The knowledge, skills, and abilities are attained through the satisfactory performance of increasingly more difficult assignments that are essentially the same in nature at the full performance level. Assignments are limited in scope and depth at this level. As overall knowledge is gained progressively more reliance will be placed on the incumbent until full responsibility of assignments are assumed. Specialized experience includes basic qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations.
