Who You Are:

As the recognized specialist and subject matter expert in multiple building codes, this position plays a crucial role in providing expert analysis and consultation to executive management within the Department of Enterprise Services (DES), as well as external organizations. Responsibilities include offering independent staff support and specialized expertise to the State Building Code Council and technical advisory groups, contributing to the state's building code amendment process. This role involves preparing documents and code opinions for council approval and providing essential support to the State Building Code Council in establishing minimum building, residential, mechanical, fire, plumbing, and energy code requirements. Additionally, the position undertakes proactive interventions with statewide impact on building occupants' health and safety, while also making recommendations for process improvements and policy development to the Managing Director.

This role encompasses representing DES in matters related to state building codes, assisting with technical reviews, and serving as an agency representative for business analysis teams or projects with both public and private entities. Professional duties involve research, writing technical documents, presenting complex issues in public meetings, stewarding statewide rule changes through the code adoption process, and ensuring statutory obligations are met. Furthermore, this position leads multi-disciplinary projects related to code adoption, facilitates interaction between stakeholder groups, and presents findings and recommendations to the Managing Director and the State Building Code Council.

Some of What You Will Enjoy Doing:

  • Independently provides technical information on the state building code to local government officials and stakeholders.

  • Leads technical review for International Building Code (IBC) and International Existing

  • Building Code (IEBC), and supports review for Washington State Energy Code-Residential and Commercial.

  • Develops policy considerations and provides written and verbal interpretations approved by the State Building Code Council.

  • Acts as a technical resource, project manager, and conducts detailed research and analysis on building code issues.

  • Ensures compliance with rule-making processes, Administrative Procedure Act, and Open Public Meeting Act.

  • Reviews and approves final copies for filing with the code reviser within legislative and Council deadlines.

  • Offers professional expertise for rule, regulation, and legislation development regarding state building codes.

  • Analyzes policies, laws, and regulations for alignment with relevant statutes.

  • Collects and presents data to technical advisory groups, attends Council meetings, develops state amendments, offers guidance on building standards, and provides staff support to Council and committees.

  • Legislative coordination duties, and assisting coworkers on other codes as needed.

  • Other duties as needed.

Required Qualifications:

  • Proficiency in Word, Excel, PowerPoint, Outlook, and website development software is needed to conduct analysis.

  • Produce reports, and distribute and post electronic information.

  • Experience with PowerPoint presentations and facilitating public meetings.

  • Ability to communicate clearly and effectively with a wide range of audiences.

In addition to the above, a candidate must possess one (1) of the following education and/or experience options:

[OPTION 1]

  • Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field; AND

  • Five (5) years of demonstrated experience in the following areas:

  • Enforcing, or drafting building codes; or policies, laws, rules, or regulations related to building codes and building code adoption.

  • Policy development including analyzing policies, laws, rules, or regulations.

  • Note: A Master's degree or higher may be substituted for professional experience, year-for-year.

  • A combination of relevant education and experience totaling nine (9) years.

  • Note: A Master's degree or higher may be substituted for professional experience, year-for-year.

Preferred Qualifications:

  • Experience providing technical information to diverse groups with differing perspectives.

  • Experience with Microsoft Teams, Zoom, WebEx or similar online meeting programs.

  • Experience reporting to a board or commission.

  • Experience researching, analyzing, interpreting, enforcing, or drafting energy and green codes; or policies, laws, rules, or regulations related to energy and green codes.

  • Experience conducting research and analysis.

  • Experience supervising staff and business operations.
