The Energy Division collaborates with diverse energy stakeholders to create a clean, affordable, and equitable energy future.

This position works across the Energy Division to support federal funding. This position provides both expert-level analyses as well as strategic communication to management, staff and internal and external customers regarding highly complex, multidimensional issues impacting federally funded energy programs. This position is responsible for conducting analysis, developing informative and accessible communication, and providing expert consultation for federally-funded energy programs, from the Inflation Reduction Act, Infrastructure Investment and Jobs Act, CHIPS and Science Act and other clean energy grant and loan programs.

This position will map systems and help develop frameworks to build federally funded programs. The position also leads and oversees policy-related research efforts and data analysis to formulate recommendations aimed at communicating progress on programs to an external audience and hosting workgroups to inform analysis. By using performance analytics and developing tools and strategies that effectively communicate results to executive management, this position ensures data-driven decision making and demonstrates results from federal funded energy programs. This position will oversee the production of complex reports for use by diverse groups such including state and local agencies, advisory boards, workgroups and community input.

This position requires a combination of technical expertise, public speaking, creativity, collaboration, self-motivation, and an interest in using data and community engagement to understand and address community needs, as well as the ability to gather, manipulate, and draw insights from a wide range of datasets and formats. The work also incorporates the

 development of online tools to effectively deliver information and resources to a variety of audiences.Design, develop and project manage data systems development for federal programs

Tasks include:

  • Consults with diverse groups of executive management, executive stakeholders, interagency representatives, units of local government, building owners, and subject matter experts to

develop databases, metrics and reporting tools, especially for buildings related federal programs.

  • Oversees the development of project design, methodology, scheduling, and project management oversight to complex data systems development projects, especially for buildings related federal programs,

  • Develops web applications that enhance the use of, and access to, data resources.

  • Adjusts data management strategies and reporting metrics with feedback from stakeholders, executive management and subject matter experts facilitating process improvement and accurate reporting,

  • Work may also support alignment with state programs.

Strategic collaboration, technical assistance and community engagement for federal programs

Tasks include:

  • Develops, updates, and maintains program evaluation processes, metrics, tools and systems in support of federally funded energy programs, especially for the Climate Pollution

Reduction Grant (CPRG).

  • Serves as subject matter expert to provide information and technical assistance to connect

internal and external stakeholders to CPRG and other programs. Leads external advisory

group as part of climate planning work. Engage in state outreach and provide technical

assistance to tribes, communities, industry and other external partners on CPRG and other

programs. Supports Community Connectors program as part of climate planning work.

  • Lead regular updates to webpages to ensure ease of use by customers, clear information,

and directing to necessary resources.

  • Coordinate and/or conduct training and provide technical assistance to public policy makers, staff and service providers.

  • Prepares reports and presents findings and recommendations to decision-makers, elected

officials, and others in a variety of formats and settings. Ensures that research and reporting

efforts are aligned with EPA and other statewide and interagency forums.

Outreach, education, and communications on federal programs

Tasks include:

  • Develop and maintain relationships with diverse groups including federal agencies, subject

matter experts, contracted service providers, utilities, tribes, community members and others to support federally funded programs

  • Uses current and emerging technology to create data visualizations and develop data

dashboards to effectively communicate results to senior leadership, policy makers and the public.

  • Represent Washington Department of Commerce in community meetings, conferences and

events to educate external stakeholders about the progress of federally funded programs.

  • Design education campaigns for assigned programs by identifying needs using customer

feedback, assessing existing resources and creating new education materials.

  • Develop key performance metrics for outreach, education, and communications in program

delivery, in alignment with agency and division goals.

  • Develop and implement strategies to improve coordination of services in communities.Education and Experience:

Any combination of higher education in business, public administration, law, environmental science or a related field and experience in two or more of the below areas that totals nine (9) years.

  • Conducting research

  • Analyzing policies, laws, rules, or regulations

  • Conducting business analysis and developing requirements

  • Leading complex projects in large institutions

  • Analyzing and using complex data sets of varied sources and wide-ranging topics

  • Writing and/or presenting concise analytical findings using compelling graphical and narrative communication

AND

  • Experience with statistical analysis, performance assessment, and results measures.

  • Experience developing data management strategies, processes, and tools.

  • Experience creating dashboards and interactive tools to display data and results.

  • Experience using data to support continuous performance improvement and data-driven decision making.

  • Knowledge of state agency processes including budget development and strategic planning or similar process.

  • Intermediate skill level for MS Word, Excel, PowerPoint, Visio, and data visualization software such as Tableau.

  • Familiarity with software and web-based tools for analytics and data visualization such as ArcGIS, Tableau, Power BI, and/or Socrata.

Examples:

An Associate's Degree in business, public administration, law, environmental science or a related field and seven (7) years of experience in two or more of the below areas.

A Bachelor's Degree in business, public administration, law, environmental science or a related field and five (5) years of experience in two or more of the below areas.

  • Conducting research

  • Analyzing policies, laws, rules, or regulations

  • Conducting business analysis and developing requirements

  • Leading complex projects in large institutions

  • Analyzing and using complex data sets of varied sources and wide-ranging topics

  • Writing and/or presenting concise analytical findings using compelling graphical and narrative communication

Preferred/Desired Qualifications:

  • Advanced-level experience with software and web-based tools for analytics and data visualization such as ArcGIS, Tableau, Power BI, and/or Socrata.

  • Experience and skill with program development, procurement, project management.

  • Experience presenting to both large and small groups.

  • Experience working for, or in partnership with, organizations based in energy, environmental or climate injustice and/or collaborating with vulnerable communities, Tribes and low-income populations.

Work from Anywhere in Washington State

This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule.
