THE POSITION

This position performs complex program management, analysis, fiscal research and reporting which includes directing annual budget process, year-end reporting, cost accounting and cost analysis. Position analyzes, evaluates and recommends appropriate courses of action on program proposals based on a thorough understanding of appropriate department disciplines. Classification provides oversight to support staff work assignments.

Essential Functions:

  • Provide complex management analysis and support to the department including development and implementation of department programs or functions; provide management direction to the department.

  • With respect to management information systems and financial support develop, document and manage business plans, budgets, schedule performance, contracts other staff support, data transmission between counties and the State and executive reporting.

  • Assist with preparing and administering the development, preparation and coordination of the annual budgets, mid-year budget and related budget adjustments for department, division and/or task force budgets; design and perform cost/benefit analyses and other studies on proposed new projects and services, as directed by department head; as requested, analyze and make recommendations on budget requests and prepare supportive documentation; monitor and control program budget expenditures and investigate variances; instruct and assist staff in maintaining accounts; audit accounts to ensure compliance with federal, state and county regulations.

  • Coordinate details and interfaces between personal computer application software and larger scale systems. Participate in the development and maintenance of internal accounting systems and accounting control records; recommend changes in procedures and assist in their design and implementation; prepare and analyze reports on accounting, financial and statistical issues, including financial operations, trends, costs, revenues and financial obligations; advise management on effective use of resources; develop and direct preparation of cost analysis and indirect cost allocation plan as well as financial procedures.

  • Manage special financial and costing projects. This includes costing of services, accounts receivable, design and development of systems supporting a variety of applications within the department (PC software applications, networks, etc.).

  • Coordinate and implement comprehensive planning for target population; compile, prepare and present data displays; conduct community needs assessments and surveys; compile and summarize information in planning documents and databases; negotiate, compile and report countywide outcomes and performance measures related to comprehensive plan; prepare and maintain, including retention of complete documentation of current research information and methodologies used for specific programs, as well as funding and grant sources.

  • Participate in developing bid specifications for requests for proposals or qualifications; solicit, review and recommend selection of bids; assist in preparing, negotiating and administering contracts and interagency cooperation agreements; monitor contract expenditures and compliance with terms of agreement; serve as liaison with service providers. Prepare specifications, negotiate and monitor all contracts for services approved by the department, including negotiation of outcomes and performance measures.

  • Encourage community resource development; form and chair special task forces and committees that include internal and external stakeholders; work to establish mutual goals and processes to fulfill department directives, goals and community needs; provide staff support to advisory and operating committees.

  • Coordinate, prepare and submit grant applications; ensure compliance with grant reporting requirements; serve as liaison with granting agency.

  • Supervise, coordinate and prioritize work activities of support staff; offer assistance as needed, and determine best solution when problems arise. Ensure compliance with regulatory standards. Assume accountability for work performed within unit. Is involved in selection, work plan preparation, training and evaluation of staff. Interpret policy and procedure.

  • Analyze, design and develop financial and costing application systems through the use of multiple software products and utilities. Participate in departmental planning for procedure and policy changes, budget strategy and equipment or facility needs.

  • As assigned, serve as backup to department information management systems administrator in areas of financial applications. Conduct interviews and fact finding to determine user requirements. Analyze and recommend alternative approaches for solutions and enhancements; prepare specifications, serve as support liaison and project manager for purchased/adapted/developed systems.

POSITION REQUIREMENTS

Skills/Qualifications:

  • Bachelor's degree in public or business administration, accounting, economics or related field which includes course work in accounting, statistics, communications and information systems, and four years responsible progressive and related work experience involving fiscal and project management, independent research and design, cost accounting, analytical evaluations, facilitating group processes, or information systems analysis.

Desirable qualifications:

Master's degree in public or business administration, business management or related field plus three years responsible progressive and related work experience.
